Main Purpose of Job

Under the general supervision of the Director of the Maryland Office for Refugees and Asylees (MORA), the incumbent in this position serves as the as the primary point of contact between local grantees and MORA; plans, organizes and supervises the work of assigned Program Coordinators; reviews and assists in the development of departmental policies and programs; schedules, coordinates, and executes monitoring visits to MORA grantees; writes monitoring reports; promotes the work of MORA through frequent contact with resettlement agencies, state agencies, county and municipal government officials; develops and implements rules, regulations, standards and controls for carrying out the work of the assigned program; creates and implements professional develop plan for subordinates; develops training material for sub-grantees, and help in the development of program brochures and other outreach material.

POSITION DUTIES

Facilitates communication and problem solving between Resettlement Agencies and other grantees; plans and coordinates on site meetings with Resettlement Agencies to enhance coordination of services; communicates with MORA grantees regarding federal, state and local regulations impacting refugee resettlement; leads the planning and implementation of new or revised procedures, practices and processes; develops monitoring schedule in coordination with MORA Director and other office staff; leads the development of reports and timely submission; writes clear reports related to findings and defines corrective actions; conducts studies and analyses of agency programs, procedures and organizations; makes recommendations to improve system efficiency and operations; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Four years of experience in the administration of a human
services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes: 1. Applicants may substitute additional professional or technical
experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

2. Applicants may substitute education at the graduate level at an accredited college or university in a human services related field at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

 

SELECTIVE QUALIFICATIONS

One year of experience working with individuals admitted to the United States as refugees.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess the following:

1. Three years of work experience ensuring compliance with state and/or federal regulations, departmental policies, directives, and objectives in day-to-day operations in a human service program.

2. Three years of work experience preparing complex reports and evaluating  human service program (s).

3. Two years of experience coordinating and facilitating meetings, conferences, and/or training.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
