This is a position specific recruitment for the Queen Anne's County Board of Elections. The resulting eligible list will be used to fill this position/vacancy only. Persons interested in future vacancies in the Election Administrative Assistant I classification will need to reapply.

Main Purpose of Job

The Election Administrative Assistant I performs all assigned responsibilities in a timely manner, under the guidance of the Election Director and in accordance with Election Laws of the State of Maryland, to ensure that every citizen is afforded the opportunity to exercise their constitutional right to register and vote. The Election Administrative Assistant I also performs a variety of complex secretarial duties requiring a thorough knowledge of election laws, rules and procedures; receives general supervision from Election Deputy and Director and other designated administrative staff and is expected to exercise considerable tact, discretion and judgment in all areas of work. Keeping confidential records on registrants (including but not limited to Social Security numbers, phone numbers, driver's license numbers, etc.) and candidates. Occasionally, checks signatures on petitions. Keeps MD Voters registry updated and periodically mails Voter Notification Cards and Mail Confirmation Cards to registrants. Assist in Election Judge training and preparation.

POSITION DUTIES

Responsible for performing accurate and efficient work in MDVoters in accordance with the Election Laws of the State of Maryland, and provisions of the National Voter Registration Act of 1995, and Help America Vote Act including: processing new applications, update existing records, sending out notices, filing paper records, responding to voter information requests and verifying all data entry is correct;

Responsible for keeping confidential records (driver's license and social security numbers, etc.), timely reports for ERIC and OCAVA, and ordering office supplies as directed by Election Director;

Answers incoming calls with specific accurate responses, including answering inquiries regarding voting districts, dates and times of elections, and forwards any calls to proper personnel, if applicable. Provides secretarial support to Election Director, and other designated administrative staff. Process incoming mail for the office. Composes correspondence dealing with routine and occasionally complex subject matter;

Performs clerical duties based on knowledge of Election Laws of the State of Maryland including but not limited to compiling and maintaining statistics, important or confidential reports, office records, registrations, schedules Election Judges Classes, processing Election Judges invoices, correspondence;

Participates in voter registration outreach and educational programs including training voter registration volunteers both in person in the office and by attending community and public affairs;

Completes special projects, such as PEMS, L&A, SDR and locating and evaluating new polling places and other election related projects that arise;

Provides support and/or assistance to co-workers as needed in various departments to achieve their goals and deadlines.

Other duties as assigned by Election Director.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:  One year of experience applying election laws, rules and procedures in a local board of election office.

Notes:

1. Specialized clerical experience may substitute for the required experience applying election laws, rules and procedures in a local election office at the rate of one year for each six months of the required election office experience. Specialized clerical experience is defined as work in an office which requires reviewing, verifying and interpreting information in order to make determinations and resolve work problems in accordance with policies, regulations, guidelines and procedures.

2. General clerical experience may substitute for the required experience applying election laws, rules and procedures in a local election office at the rate of two years for each six months of the required election office experience. General clerical experience is defined as work performing a variety of clerical duties which are clear-cut and typically found in office settings, such as filing, copying, posting data and directing telephone calls.

3. Thirty college credits from an accredited college or university may be substituted for the required experience.

4. Additional experience applying election laws, rules and procedures in a local election office may be substituted for the required education on a year-for-year basis.

DESIRED OR PREFERRED QUALIFICATIONS

Experience performing clerical duties in a local election office during a gubernatorial or presidential election in the State of Maryland.

Experience interacting with the general public and co-workers.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, Section 2-207(d).

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
