Main Purpose of Job

This position serves a Research Analyst for the MD Commission for Women responsible for compiling, analyzing and developing findings from statistical data in order to develop a report with recommendations for action. Understand the Commission's mission and the project's objectives and develop a report that reflects the data collected and proposes recommendations consistent with the mission and objectives. The Research Analyst will be able to autonomously analyze qualitative and quantitative data collected during the course of the Voices of Maryland Women Listening Tour, gathered through public hearings and an on-line survey. Compiling and analyzing data collected from the public forums and the survey and consolidating information into actionable items, reports and presentations.

MINIMUM QUALIFICATIONS

Education: Possession of a master’s degree from an accredited university with a minimum of nine semester hours, or the equivalent, of graduate coursework in research methodology, theoretical or applied statistics or measurement theory.

Experience: One year of post-master’s experience in statistical research.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Statistician classifications or Statistician and Intelligence Officer  specialty codes in the Statistics field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

  • Social Science research analyst experience.
  • Ability to interpret large amounts of data and to multi-task.
  • Strong communication and presentation skills.
  • Excellent knowledge of statistical packages (SPSS, SAS or similar), databases and MS Office.
  • Familiarity with Commission for Women operations and objectives.
  • Strong analytical and critical thinking.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
