Main Purpose of Job
The purpose of this job is to direct and oversee the delivery of
mental health services to the inmate population in a maximum security adult
correctional institution. This position relates directly to the mission of this
agency since specialized mental health services are a component of the
operation of this facility. In addition this position oversees training
initiatives across the Department of Public Safety and Correctional Services
regarding implementation of Special Needs Units( SNU).
POSITION DUTIES
The
primary responsibilities of the person in this position involve
Administrative duties. These duties include, but are not limited to: 1.Directs
the Psychology Department staff that oversees 2 specialized programs the
Behavioral Management Unit(BMP) and the Special Needs Unit (SNU) 2.
Plans, organizes and supervises the work of the other employees associated
with the Psychology Department. 3.
Reviews and writes departmental policy associated with the BMP, SNU and
delivery of mental health services. 4.Promotes
the work of the program by frequent contact with other staff and other
agencies 5.
Represents the department as a liaison to other services. 6.
Completes performance appraisals for the staff in the department. 7.Develops
and modifies departmental operating procedures, regulations and standards of
care 8.
Directs the treatment planning committee. 9.
Coordinates mental health services with other departments. 10. Attends
and represents the department at agency staff meetings. 11. Chairs
the multi-discipline SNU review committee. |
Direct
inmate contact to include: 1.Perform
mental health evaluations in order to assess inmate’s mental status 2.
Develops treatment plans and provides treatment to inmates with significant
mental health issues. 3. Provides
individual and group counseling. 4.
Performs suicide assessments. 5. Provides
crisis interventions. 6.
Assumes on-call crisis mental health coverage. 7.
Coordinates the Critical Incident Response Team for critical incident debriefing. 8.
Mental Health Screenings for new transfers. 9.
Participates in planning aftercare for inmates with mental disorders. 10. Monitors
the mental health of the SNU population. |
MINIMUM QUALIFICATIONS
Education: Determined by the Maryland State
Board of Professional Counselors and Therapists under the requirements for
Licensed Clinical Professional Counselor (LCPC).
Experience: Three years of experience
providing professional counseling to clients with mental health disorders by
using assessment, evaluation, intervention, rehabilitation and treatment
regimens.
Note: 1. These requirements are established by
the Maryland State Board of Professional Counselors and Therapists. The
Department of Budget and Management, Office of Personnel Services and Benefits
does not have the authority to accept substitutions or equivalents.
2. Candidates may substitute U.S. Armed Forces
military service experience as a commissioned officer in Mental or Behavioral
Health Counseling classifications or Mental or Behavioral Health Nursing and
Specialist specialty codes in the counseling field of work on a year-for-year
basis for the required experience.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.01.05, candidates placed in this classification must be licensed by the Board of Professional Counselors and Therapists as a Licensed Clinical Professional Counselor (LCPC)
2. Candidates appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
