Main Purpose of Job

To perform a variety of unique and complex financial analyses and reporting functions for the Employee Benefits Division (EBD).  Assist with the reporting functions of the state's 1.4 billion non-budgeted Employee and Retiree Health and Welfare Benefits Program. 

This position will be responsible for compiling and inputting all data required for monthly, quarterly and annual reports related to the self-insured and fully-insured administrators of the State's health programs. 

This position will work with AAGs and Procurement in drafting and managing Contract modifications and BPW documents.​  This position also helps facilitate and expedite accurate and timely reporting to DBM management, DLS, the Comptroller's office and other interested parties in order to make accurate and timely decisions in the best interest of the State and its employees/members.  The position will work closely with the Fiscal Director Accounting Manager and Audit Supervisor in gathering of data and preparation of various management reports, analysis, schedules, etc. associated with health benefit claims cost and related revenues.  Position requires organization and strong oral/written communication skills and attention to detail.


Education: Completion of 60 credit hours at an accredited college or university.

Experience: One year of experience in administrative or professional work.


1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.


1.  AA degree in business or other related field

2.  Experience with Health Benefits or other insurance programs

3.  Experience with State of Maryland procurement law

4.  Experience using automated systems working spreadsheets and reports (i.e. Microsoft Office)

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.


Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
