Introduction

THIS STATEWIDE RECRUITMENT IS BEING CONDUCTED TO ESTABLISH A LIST OF ELIGIBLE CANDIDATES TO BE USED TO FILL CURRENT AND FUTURE VACANCIES IN MARYLAND'S LOCAL DEPARTMENTS OF SOCIAL SERVICES AND REGIONAL OFFICES OF CHILD SUPPORT ENFORCEMENT.

ALL approved candidates will be placed on this list of eligible candidates as Best-Qualified and will remain on the list for a period of one year (after which candidates will need to reapply when this classification is reposted).

Placement on this list as Best-Qualified makes a candidate available for recruitment but is not a guarantee that the candidate will be interviewed for any given vacancy. This statewide recruitment is being conducted to establish a list of eligible candidates to be used to fill current and future vacancies in Maryland's Local Departments of Social Services and regional Offices of Child Support Enforcement.

Main Purpose of Job

This position is responsible for the establishment, enforcement and maintenance of child support orders. Employees in this classification investigate and analyze child support cases and initiate appropriate actions to establish, maintain and enforce support payments for dependent children in accordance with applicable Federal and State and local child support policies, procedures and guidelines.  The position also initiates enforcement of local court orders by preparing court documents, interstate transmittals, placing telephone calls and sending letters. This position is responsible for accurately maintaining case data in the Child Support Enforcement System (CSES). 

POSITION DUTIES

Investigates and analyzes child support cases and initiates appropriate actions to establish, maintain and enforce support payments, as well as enforcing medical support court orders to promote family well being and self-sufficiency. 

Obtains, verifies and reviews information from non-custodial and custodial parents, employers, courts, attorneys, elected officials and others to enforce court orders and provide health insurance.  This also includes locating the parties under the Order of Court. 

Updates, reviews, and monitors case records and payment activities using the Child Support Enforcement Computer System to determine the appropriate enforcement action to use to enforce and collect child support. 

Interviews, investigates and responds to inquiries from custodial and non-custodial parents, courts, public officials, attorneys, and employers in order to resolve problems related to child support cases.  

Initiates a variety of documents for administrative or court hearings, such as wage withholding, interstate transmittals, contempt petitions, subpoenas, and bench warrants to collect past-due child support payments. 

Reviews and prepares case records to ensure the validity of information to present for voluntary agreements for payment of arrears with custodial and non-custodial parents. 

Performs other related duties. 

Travel between worksite and courthouse will be required. 

MINIMUM QUALIFICATIONS

Education: An Associate of Arts degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university.

Experience: Six months of experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain and enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations.

Notes:

1. A Bachelor’s degree from an accredited college or university may be substituted for the required education. (IMPORTANT: Please clearly indicate possession of bachelor's degree on your application.)

2. A Bachelor’s degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university may be substituted for the required education and the required experience. (IMPORTANT: Please clearly indicate your bachelor's degree major on your application.)

3. Experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain or enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations may be substituted for the required education on a year-for-year basis.

4. Experience determining eligibility for GOVERNMENT assistance programs may be substituted for the specific program experience. (IMPORTANT: please clearly indicate any job duties where you determined eligibilty for government assistance programs on your application, clearly indicating the name of the governmental assistance program.) 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

EXAMINATION PROCESS

The assessment may consist of a rating of your education, training, and experience related to the requirements of the position.  It is important that you provide complete and accurate information on your application.  Please report all experience and education that is related to this position. 

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must accompany the application.

The resulting eligible list may be used for future vacancies with Local Departments of Social Services and regional Offices of Child Support Enforcement within the Department of Human Resources.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
