Introduction

The Department of Juvenile Services (DJS) is a child-serving agency responsible for assessing the individual needs of referred youth and providing intake, detention, probation, commitment, and after-care services.  DJS collaborates with youth, families, schools, community partners, law enforcement, and other public agencies to coordinate services and resources to contribute to safer communities.

Main Purpose of Job

A DJS Resident Advisor Trainee is the entry level and a DJS Resident Advisor I is the intermediate level of work providing supervision and guidance to youth residing in a facility operated by the Department of Juvenile Services by observing, interacting and assisting them with everyday life skills and advising them of appropriate alternative behaviors.

POSITION DUTIES

Recruitment is open and continuous for the DJS Resident Advisor Trainee, and DJS Resident Advisor I position to fill future vacancies statewide.

A DJS Resident Advisor Trainee and a DJS Resident Advisor I guides, directs and organizes youth while maintaining safety, security, care, custody and program continuity in accordance with established DJS policies and facility procedures. 

The DJS Resident Advisor Trainee learns to perform duties under close supervision. The DJS Resident Advisor I performs duties under close supervision until fully certified. Following certification the DJS Resident Advisor I performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed. 

The DJS Resident Advisor Trainee and the DJS Resident Advisor I is assigned a regular shift (day, evening, ight) but may be required to work other shifts, weekends and holidays as required by staffing needs, and may be subject to call-in based on staffing needs.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Graduation from an accredited high school or G.E.D. certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation

Experience: (Trainee level)None; (I level)Six months of experience working with groups of children or youth in a structured environment, such as in a recreation center or school setting.

Notes: 1. The above educational requirement is set by the Maryland Correctional Training Commission in accordance with the Correctional Services Article, Section 8-209.

2.  Six months of experience providing supervision and guidance to youth in a juvenile facility or juvenile services community program for at-risk youth may be substituted for the required experience.

3. Education in criminal justice or the social or behavioral sciences at an accredited college or university may be substituted at a rate of 15 credit hours for the required experience.   

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification must complete and successfully pass the Entrance Level Correctional Training Course for DJS support staff required for the Maryland Correctional Training Commission certificate during the probationary period.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. In accordance with the Correctional Services Article of the Maryland Annotated Code, Section 8-209, the Maryland Correctional Training Commission shall establish the minimum qualifications for probationary or permanent appointment of a Department of Juvenile Services employee in a mandated position. These requirements are listed in detail in the Code of Maryland Regulations 12.10.01.04, general regulations of the Maryland Correctional Training Commission, and include:

U.S. Citizenship or Resident Alien status

Must be at least 21years of age

A thorough background check, including fingerprinting and drug testing

An oral interview, and

Physical and psychological examinations.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09.03, Testing for Illegal Use of Drugs.

SELECTION PROCESS

Applicants may only apply for the exam once very 12 months.  Applicants who meet the minimum qualifications for these classifications will be scheduled and admitted into the examination that consists of a video and written exam.  The written and video exams are designed to measure the candidates' knowledge, skills, and abilities as they relate to the duties of these job classifications. Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the eligible list for at least one year. Candidates wishing to continue through the screening process will be required to provide proof of U.S. citizenship or resident alien status; provide proof of high school diploma or G.E.D.; be subject to a comprehensive background investigation; complete an interview and successfully complete physical and psychological examinations.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
