Main Purpose of Job

As an extension of the Lt. Governor's Office, Maryland's Office of Overdose Response (MOOR) is charged with coordinating the state's response to the overdose crisis.

This position reports directly to MOOR's Opioid Restitution Fund (ORF) Program Director. Maryland is expected to receive over $600 million from legal settlements with opioid manufacturers and distributors. This position will support the ORF Program Director in providing technical assistance to community based organizations and local governments utilizing ORF funds, including best practices and reporting. This position will be expected to provide presentations and represent the Office in meetings with high level officials.

This position also serves as MOOR's coordinator for the Overdose Prevention Teams (OPT) in each of Maryland's 24 jurisdictions and focuses on cross-agency and intergovernmental coordination and collaboration that advances the administration's overdose prevention and response priorities. This includes attending OPT meetings and providing agency updates, providing technical assistance, and managing bi-annual reporting.

This position coordinates the drafting and progress monitoring of the implementation of the overdose strategy, which identifies priority actions and funding decisions for MOOR to take on advancing overdose prevention efforts across the state. They are also expected to represent MOOR at various in person community events, including naloxone training sessions.

This position maintains current knowledge of the fields of harm reduction and substance use disorder prevention, treatment and recovery, including best practices and available resources such as funding and opportunities for technical assistance.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience facilitating meetings, managing group dynamics and providing consultation with other professionals and the general public
  • Ability to develop program goals and objectives and work independently and within a team to achieve those goals and objectives
  • Knowledge of the fields of harm reduction and substance use disorder prevention, treatment and recovery, including best practices and available resources
  • Experience in Program Management
  • Ability to communicate effectively both orally and in writing to stakeholders from diverse backgrounds
  • Master's degree in Public Health or related field

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
