Main Purpose of Job

This position functions as the Chief of Staff for the Deputy Secretary of Behavioral Health/Behavioral Health Administration.  This position serves as an agent of the Deputy Secretary.

With the authority delegated by the Deputy Secretary, this position manages approximately 5 staff and oversees day-to-day activities and operation of the executive office. The incumbent oversees governmental affairs, including legislation, regulation, public information, constituent requests, policy development and special project activities of the Behavioral Health Administration (BHA.)  The incumbent coordinates and has knowledge of priority and routine issues within BHA. The position represents the Deputy Secretary at meetings, committees and workgroups and provides presentations as needed. 

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Master's degree from an accredited college or university in the field of Business Administration, Public Health, Public Administration or a Juris Doctorate Degree and six years of experience in professional health services work, to include three years of experience with the legislative process on a national, state or local level, and at least two years of this experience must have involved the supervision of other employees.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:
  • Excellent project management skills and strong analytical skills, including the ability to decipher needs and insights from data;
  • Experience leading teams;
  • Experience developing comprehensive and large-scale reports and presentations for a variety of groups;
  • Excellent written and oral communication skills; and, 
  • Expert knowledge of and experience using Microsoft Office Suite and Google Suite.

SELECTION PROCESS

This is a Management Service position, and serves at the pleasure of Appointing Authority. A copy of your resume must accompany your application.
