Introduction

The Department of Labor, Division of Workforce Development and Adult Learning (DWDAL) is accepting applications from qualified candidates for Workforce Development Specialist III
Please be advised that frequent travel may be required and a State vehicle may not always be available. Reimbursement for use of personal vehicle will apply according to the State travel policy.

Main Purpose of Job

The Workforce Development Specialist III will be responsible for workshops for profiled claimants and other qualified job seekers to enhance job seeking skills and to lessen the duration of unemployment. The Workforce Development Specialist III will also work at the advanced level of working with employment and training services, job seekers and workforce development partners to provide the highest level of services that will support the economic stability of the labor force, business and the community.

POSITION DUTIES

Provides services to job seekers to expedite their entry or re-entry into  employment;

Assists customers by facilitating and demonstrating the usage of self-service workforce resources;

Demonstrates online tools including assessment and external employment resources;

Assesses the skills and needs using the automated system to complete, review and update customer registration;

Conducts informal and formal assessments in resource areas and provides initial options for program and partner referrals;

Provides formal/ informal Resume consultation;

Identifies potential job matches of customer skills with job qualifications in automated workforce system;

Refers qualified customers to job openings utilizing the automated workforce system;

Facilitates/assists in Job Search/Resume Writing, Interviewing or other related reemployment workshops (including ROW and RESEA), and seminars in person, virtually or in a hybrid environment;

Administer state and federal programs including, but not limited to RESEA and ROW, inclusive of reporting requirements, follow-up activities, one-on-one sessions and other necessary administrative elements;

Shares labor market information with customers using appropriate resource materials and automated systems so they can make informed decisions on labor trends and economic conditions;

Refers job seekers to training and/or supportive services to improve their job readiness by utilizing community, training and educational resources;

Provides basic information on federal bonding or other hiring incentive programs;

Provides screening and letters for the purpose of issuing a federal bonding letter;

Assesses veteran Significant Barriers to Employment (SBE) eligibility and referral to DVOP staff;

Answers basic Unemployment Insurance inquires as directed by UI;

Provide meaningful assistance to unemployment insurance claimants under WIOA as directed by the Office of the Secretary;

Identifies customers for referral for advanced business services;

Provides eligibility review after unemployment insurance workshops;

Promotes special programs such as Work Opportunity Tax Credit (WOTC), State discretionary grants, enterprise zone tax credits, etc.;

Maintains knowledge of federal, State and local employment laws

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.  

Experience: Three years of case management experience in the field of workforce development delivering a wide range of career services to special and targeted populations of job seekers. Case management duties are defined as taking job orders, conducting job-ready interviews, registering job applicants, verifying job referrals, conducting vocational placements, performing unemployment adjudications or appraising job applicants for employability.

Notes:

1. Candidates may substitute education at an accredited college or university, at the rate of thirty credit hours each year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer with active-duty military recruiting experience or career counseling experience on a year-by-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must meet this selective qualification to be considered.  Include clear and specific information on your application regarding your qualifications.

The candidate must be fluent in Spanish and English, (i.e. able to speak, read and write in both Spanish and English). This information must be indicated on the application, and candidates will be required to demonstrate their bi-lingual skill in an oral and written translation interview to verify fluency.

One(1) year experience analyzing and interpreting labor market data

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required. However, if you have this experience it must be detailed in the job duty section on your application.
One(1) year of sales or business outreach experience
One (1) year experience facilitating/delivering presentations to large groups on workforce and/or business development topics

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Contractual Benefits

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Contractual Leave

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
