The Maryland Department of Labor, (Labor), Division of Workforce Development and Adult Learning is accepting applications from qualified candidates for the merit position of Workforce Development Specialist II. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

The Transition Specialist/Instructor plays a pivotal role in aligning the CE's mission with the individual needs of incarcerated students under 22, who are preparing for reentry into society. The specialist is tasked with developing comprehensive transition plans for these students, ensuring they are equipped with the necessary educational and vocational skills to succeed post-incarceration. By providing personalized support and resources, the Transition Specialist bridges the gap between incarceration and successful integration into Maryland's communities and workforce. Their work directly contributes to the overarching mission of offering incarcerated individuals exceptional education and support services, thereby facilitating a smoother transition and reducing the likelihood of recidivism. This role not only supports the individual's journey towards a productive like but also strengthens the societal fabric by enabling these young individuals to contribute positively to their communities and the state's workforce. Additionally, this position will deliver transition class curriculum that fosters mastery of problem-solving, critical thinking, conflict resolution, and decision making in order to have success careers.

POSITION DUTIES

Duties of this position may include but not limited to :
  • Assist inmates, students in the Maryland prison system under the age of 21 to develop an inmate-specific Transition Plan, 
  • Review the under 21 list each month to identify incoming inmates.
  • Provide unique assistance in transition planning to inmates who are designated special education, including participation in IEP meetings, as required. 
  • Complete transition required reports for special education students and submit reports to special education teacher, to student folder and to Academic Education or Special Education Coordinator.
  • Maintain a monthly log of students served, including the dates when meeting(s) were held including students scheduled who refused to attend or who were no-shows.
  • Administer career assessments, as needed.
  • Assist students with putting together a portfolio that includes documents for employment and reentry, resumes, and job applications. (Portfolio provided)
  • Coordinate with ERW teachers to assist students in job search to access community resources supporting employment at reentry using the limited internet access computers, if available at the facility.
  • Establish linkages with the local American Job Centers that assist with employment and training opportunities of each inmate when released.
  • Coordinate with postsecondary institutions to provide information about the admission process for inmates who identify postsecondary education as a goal/objective.
  • Maintain contacts within the community of reentry resources. 
  • Link with DPSCS transitional and community of reentry resources.
  • Coordinate with the student regarding regarding the inclusion of their family/sponsor/significant other in the transition planning process.
  • Assist inmates under the age of 21 to prepare transition plan documents for parole hearings.
  • Deliver class curriculum that fosters mastery of problem-solving, critical thinking, conflict resolution, and decision making in order to have successful careers.
  • Encourages students to create personal goals and expectations in order to achieve personal outcomes.
  • Distribute copies of the syllabus at the beginning of the first class session and give an overview in class; 
  • Check roster and take attendance each class session, verifying registration.
  • Provide evaluation packet at the end of the class session to each student and return within (1) week prior to the end of the class.
  • Post class grades within (72) hours after the class is over. 
  • Other duties, as assigned by the Correctional Education Transition Coordinator. 

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of case management experience in the field of workforce development delivering a wide range of career services to special and targeted populations of job seekers.  Case management duties are defined as taking job orders, conducting job-ready interviews, registering job applicants, verifying job referrals, conducting vocational placements, performing unemployment adjudications, or appraising job applicants for employability.

Notes:

1. Candidates may substitute education at an accredited college or university, at the rate of thirty credit hours for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer with active-duty military recruiting experience or career counseling experience on a year-by-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s):

1. Possession of a Bachelor's degree from an accredited college/university. 
2. Two (2) years of experience working with underserved populations.
3. Two (2) years of experience teaching.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
