Introduction

The Maryland State Retirement Agency (the "Agency") is the administrator of the Maryland State Retirement and Pension System (the "System"). The System is a multi-employer, public employees' benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 245,000 active members and more than 160,000 retirees and beneficiaries.

The Agency's Investment team is both results driven and creative problem solvers who work together to manage a global multi-asset portfolio and to provide a secure base of assets to pay the current and future benefits for the underlying retirees and beneficiaries. The Agency is seeking an exceptional individual who is a creative problem solver, who is also well organized, detail-oriented, and a self-starter to serve as an Assistant Director, Investment Administration within its Investment Division. The Assistant Director reports directly to the Director of Investment Administration.

This is a Special Appointment position and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The main role of this position is to work with the Director of Administration and Operations on the Agency’s cash management, internal trading workflow, and operational workflows. When needed, the individual will assist the Managing Director of Administration and Operations

POSITION DUTIES

The specific duties include but are not limited to:

INVESTMENT ADMINISTRATION: 
*Assist in the preparation of the quarterly brokerage commission report. 
*Compile data to be included in annual compliance reporting.   
*Assist with asset transfers, manager transitions, or new funding.

INVESTMENT OPERATIONS:
*Coordinate the workflow around the System’s Internal Trading program, arrange for trade settlements, cash transfers, or wire instructions with external brokers and the custodian. 
*Process corporate action events affecting internally managed funds.  
*Verify security trades and communicate with internal traders and executing brokers, as needed. 
*Monitor trades to ensure timely settlement. 
*Communicate detailed trade data, and act as the liaison between the custodian and executing brokers for trade settlements. 
*Prepare daily report indicating falling trades. 
*Reconcile holdings between Bloomberg and the custodian and research any discrepancies.
*Monitor margin and collateral capital requirements.    
*Assist with the System’s daily cash management process.   
*Advise management of future cash needs.        
*Research potential security class action litigations.    

MINIMUM QUALIFICATIONS

Education:
Graduated from an accredited four-year college or university with a bachelor’s degree.

Experience:  
Relevant experience in accounting, administration, or professional work in accounting/finance, investment operations, or developing/adhering to accounting-related policies and procedures.

SELECTIVE QUALIFICATIONS

Applicants can substitute a minimum of ten years of relevant experience in investment operations for the required education qualification.

The candidate should have some of the experiences listed below to achieve success with the position’s responsibilities. It is desirable that this individual has knowledge and experience with:
    *Bloomberg AIM or a Trade Order Management System  
    *Developing departmental plans and procedures.  
    *Proficient level in Microsoft Excel and Word.
