Introduction
This position reports directly to the Contributions Director for the Division of Unemployment Insurance (DUI). The main purpose of this position is to manage the business operations related to employers contributing to the Unemployment Insurance Trust Fund. This position ensures efficient resource management and quality customer service within the Account Maintenance Section, which is comprised of four units: Employer Status; Employer and Tax Assistance; Experience Rate; and Benefit Charge Correspondence. This position is also responsible for overseeing the detection and enforcement of SUTA dumping in an effort to prevent fraud

Main Purpose of Job
This position reports directly to the Contributions Director for the Division of Unemployment
Insurance (DUI). The main purpose of this position is to manage the business operations
related to employers contributing to the Unemployment Insurance Trust Fund. This position
ensures efficient resource management and quality customer service within the Account
Maintenance Section, which is comprised of four units: Employer Status; Employer and Tax
Assistance; Experience Rate; and Benefit Charge Correspondence. This position is also
responsible for overseeing the detection and enforcement of SUTA dumping in an effort to
prevent fraud.
POSITION DUTIES
Manages and oversee the various Employer Service Units:
Employer Status Unit
Responsible for detecting new employer liability, opening and closing employer accounts, preparing review
determinations concerning employer status liability, coordinating accounts with the Comptroller's Central Registration Unit, researching skip trace referrals, establishing payment agreements, managing the TOPS Federal Offset Program, and handling disputed claim assignments.
Review Determination Unit
Responsible for assigning a tax rate to 165,000 employer accounts and preparing review determinations concerning employer tax rates.
Employer Assistance Unit
Responsible for assisting employers with various matters, including completing quarterly unemployment insurance tax reports, responding to inquiries concerning periodic delinquent notices. Responsible for mailing monthly statements to employers assessed with penalties for failure to file timely separation information and maintaining the penalty receivable file.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor’s degree in Accounting, Finance, or a related field from an
accredited college or university.
Experience: Five years of experience examining, analyzing, and interpreting accounting systems records
and reports by applying generally accepted accounting principles. Two years of the required
experience must have involved overseeing and coordinating the operations of a unit or units,
and being the supervisor of the accountant’s fiscal and professional staff.

Five years of supervisory experience
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- Knowledge of Maryland and Federal Unemployment Insurance law, policies and/or procedures
- Experience preparing annual financial statements and cash management reports.
- Experience preparing program financial and performance reports.
SPECIAL REQUIREMENTS
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
