Introduction
The Maryland Commission on Civil Rights (MCCR) is the agency
responsible for enforcement of anti-discrimination and civil rights laws for
the State of Maryland. MCCR is charged
with investigating and administratively processing complaints that allege
discrimination in employment, housing, public accommodations and the State’s
commercial non-discrimination policy.

Main Purpose of Job
The Director of Education & Outreach supervises the Education & Outreach Unit and works to fulfill a crucial part of the agency’s mission “to ensure opportunity for all through the enforcement of Maryland’s laws against discrimination in employment, housing, public accommodations, and state contracts; to provide educational outreach services related to provisions of this law; and to promote and improve civil rights in Maryland.” This is a Special Appointment position and serves at the pleasure of the Appointing Authority.
POSITION DUTIES
The
Director of Education & Outreach (DEO) manages all aspects of the Agency’s
outreach and community relations efforts in order to promote the agency’s
mission, educate the public, make inroads to under-served and under-represented
populations and build effective partnerships with community, government,
business and advocacy groups statewide.
The DEO position includes but is not limited to designing, developing and
managing all educational and outreach services and programming related to the
Agency including operating procedures, training design and delivery, outreach
design and delivery, agency event planning, supervision of Education and Outreach Unit staff.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Three years of professional experience in both the planning and conducting of training related to diversity and inclusion, intergroup relations, conflict resolution, professional development, legal and administrative compliance, and other human relations disciplines.
Notes:
1. Candidates may substitute a Master's Degree for one year of the required experience.
2. Candidates may substitute a Doctorate Degree for two years of the required experience.
2. Candidates may substitute additional professional work experience in human relations, civil rights, legal, community relations, law enforcement, personnel, counseling or social work involving interviewing, investigating or interrogating others on a year-for-year basis for the required education.
3. Candidates may substitute an additional year of professional work experience in human relations, civil rights, legal work, community relations, law enforcement, personnel, counseling or social work involving interviewing, investigating or interrogating others at the rate of one year for six months of the required experience, or two years for one year of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Experience with a variety of presentation formats and technology platforms; proficiency with Microsoft Office applications.
Excellent oral and written communication skills and a proven ability to foster relationships, community networks and/or collaborative partnerships.
Excellent organizational skills and ability to manage multiple projects simultaneously with attention to details.
Comfort and experience working with diverse populations.
Event planning or coordination experience is a plus.
Ability to travel statewide as necessary as well as work some evening and/or weekend hours as may be occasionally required.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
