POSITION DUTIES

The Comptroller of Maryland is seeking a skilled leader who is responsible for the direction, coordination and implementation of the Office’s Fair Practices and Equal Employment Opportunity (EEO). The incumbent will promote and ensure agency compliance with the Americans with Disabilities Act (ADA Coordinator), the State Substance Abuse Policy, and the regulations of the Department of Budget and Managements Office of Personnel Services and Benefits.  The Comptroller is also seeking a leader who has successfully reinforced a culture of inclusion and professional growth at the individual and team levels. The candidate must have demonstrated experience in process improvement and collaboration skills. 

The incumbent will oversee the Fair Practices and Equal Employment Opportunity function and assist with implementing policies and procedures. This position will represent the department in matters relative to these functions and meet with external administrative and enforcement entities, as well as, with internal supervisors and managers, and officials of other agencies concerning program activities.  The ability to maintain effective and professional confidentiality is essential to this position. 

Work locations include the Annapolis and Baltimore offices as well as providing support for the district offices as needed.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited, four-year college or university 

Experience: Eight years of recent professional experience implementing an equal employment opportunity program and ensuring adherence to fair practice standards to include administration of programs for persons with disabilities and policy implementation. 

 A combination of education and relevant experience may be accepted.

DESIRED OR PREFERRED QUALIFICATIONS

  • The candidate will possess excellent interpersonal, written, and oral communications skills to communicate effectively with all levels of internal employees, the public, and government elected officials; and be able to clearly communicate through formal presentations, in writing, by email or telephone contact.  
  • The candidate should have strong organizational skills and the ability to handle multiple, concurrent, and high priority tasks; have experience establishing and maintaining relationships with key stakeholders to include Federal, State and local partnership; and be able to accurately document and record information, generate reports, and evaluate information to determine compliance with standards and to ensure compliance with EEO laws. 
  • The candidate must have strong mediation and problem-solving skills. The ability to effectively interact with other departmental administrators and appropriate enforcement agencies is required.   
  • The candidate will be proficient in the use of Microsoft Office Suite - Word, Excel, Microsoft Teams; and or other relevant software.

Qualifying applicants are subject to an oral interview. Prior to appointment, the selected candidate must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986.
