POSITION DUTIES
The Academic Acceleration Specialist is responsible for facilitating the school review process associated with the Elementary and Secondary School Emergency Relief (ESSER) Fund. The Specialist is responsible for: facilitating school implementation review teams; developing reports and sharing outcomes of the school review process; providing regular on-site and virtual support to education agencies; creating, coordinating, and facilitating targeted professional learning experiences as it relates to school reviews; and providing leadership and expertise in the implementation of review protocols.
Duties include:
- Collaborate with local education agencies and other stakeholders to support compliance with all required elements of the Elementary and Secondary School Emergency Relief Fund and/or other federal funds.
- Develop and implement processes to ensure federal funds are spent on allowable expenses.
- Collaborate across the Maryland State Department of Education (MSDE) and with external stakeholders to develop resources that support the review process.
- Develop review tools and protocols with external partners.
- Establish, select and provide training to review teams on the review process.
- Conducts review visits.
- Develops review reports detailing the outcomes of reviews.
- Prepares reports, PowerPoints, and other resources for internal and external communication.
- Supports coordination of the cross-functional school improvement team to align resources to support ESSER reviews.
- Provides guidance and technical assistance to support education agencies on evidence-based interventions to accelerate student learning.
- Writes grants, requests for quotes (RFQs), and request for proposals (RFPs).
- Manages ESSER contracts and grants and prepares reports.
- Develops and facilitates professional learning focused on effective practices for reviews.
- Serves as a core team member on the cross-functional school improvement team to align resources and support for the implementation of ESSER deliverables.
- Develops written and/or verbal responses to workflow and constituent correspondence regarding ESSER implementation.
MINIMUM QUALIFICATIONS
Education: A Master’s
degree or the equivalent of 36 credit hours of post-baccalaureate course work
from an accredited college or university.
Experience: Four years of administrative or teaching
experience in, or affiliated with, an education program; including two years
of experience facilitating school quality reviews, providing instructional
leadership, facilitating professional learning experiences, and/or leading
school improvement initiatives.
Notes:
1. Candidates may
substitute two additional years of experience directly related to the position
option for the required education.
2. Candidates may
substitute the possession of a Doctorate degree from an accredited college or
university in a field related to the position option for one year of the
required experience.
3. The required field
of education and experience are unique for each option and are established by
MSDE in accordance with Education Article, Section 2-104 of the Annotated Code
of Maryland. The specific education and
experience qualifications for each position are on record in the Human Resource
Management Branch of the Division of Business Services.
4. Candidates may
substitute U.S. Armed Forces military service experience as a commissioned
officer in Education Program classifications or Education Program specialty
codes in the Education field of work on a year-for-year basis for the required
experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be
given to applicants who possess the following preferred qualification(s). Include

- Knowledge of requirements associated with the American Rescue plan Elementary and Secondary School Emergency Relief (ESSER) Fund.
- Knowledge of effective monitoring practices and evidenced-based interventions.
- Experience in delivering professional learning development for adult learners.
- Experience in identifying school-level and system-level needs.
- Experience with providing technical assistance, training and guidance on issues related to mitigating learning loss and accelerating learning.
- Experience in preparing reports, PowerPoints, and other resources for internal and external communication.
- Skill in organizing and managing multiple projects, timelines and deadlines.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this
classification may be assigned duties which require the operation of a motor
vehicle. Employees assigned such duties will be required to possess a motor vehicle
operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS

BENEFITS
Note: This is a
Contractual Position, and therefore not entitled to State Pension and Benefits
packages.
Contractual employees
who work for an agency covered under the State Employee and Retiree Health and
Welfare Benefits Program, have a current employment contract and work 30 or
more hours a week (or on average 130 hours per month) may be eligible for subsidized
health benefits coverage for themselves and their dependents. As a contractual
employee, you will be responsible for paying 25% of the premiums for your
medical and prescription coverage, including any eligible dependents you have
enrolled. The State of Maryland will subsidize the remaining 75% of the cost
for these benefits. You can also elect to enroll in dental coverage, accidental
death and dismemberment insurance, and life insurance, but will be responsible
to pay the full premium for these benefits.
Leave may be granted
to a contractual employee who has worked 120 days in a 12-month period. This
leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40
hours per calendar year.
