Maryland Health Benefit Exchange is responsible for the administration of Maryland Health Connection, the State's health insurance marketplace, under the Patient Protection and Affordable Care Act of 2010(ACA). MHBE works with the Maryland Department of Health, Maryland Insurance Administration, Department of Human Services, and stakeholders statewide.

LOCATION OF POSITION

MHBE is adhering to a hybrid work schedule. Work for this position will be completed at a remote location of your choice (3 days) and at our office located at 750. E. Pratt St, 6th Floor, Baltimore, MD 21202 (2 days).

Main Purpose of Job

The Accountant Advanced for MHBE will coordinate fiscal activities including but not limited to accounting, budgeting, grant, and fiscal management. The Accountant Advanced will also implement and maintain performance standards and reviews to evaluate accounting activities, records, and reports to determine if they provide a basis for making sound fiscal judgements and if program objectives are being met.

POSITION DUTIES

  • 30% - Assist in the preparation of the operation budget by reviewing program format establish by the State and DBM within the timeline set forth, track fund limitations, and compliance with departmental, agency policies & procedures, and best industry practices. Analyze and calculate operational budget on a monthly, quarterly, calendar, and fiscal year basis.
  • 25% - Complies supporting fiscal and statistical data by verifying actual expenditures and budget figures to present to the CFO, Senior Leadership Team, the Board, and other relevant internal and external stakeholders.    
  • 20% - Monitors expenditures, prepared periodic and special budget projections on a quarterly timeline and recommends adjustments in budget appropriations to meet operational necessities.
  • 10% - Conducts the annual fiscal year end closeout in accordance with generally accepted accounting principles.
  • 5% - Manage grant funding from all sources.
  • 5% - Provides information to auditors reviewing the fiscal services unit and develops and implements corrective action plans resulting from audit exceptions.
  • 4% - Oversees expenditures pertaining to inventory and supply activities.
  • 1% - Represent the Fiscal department in internal and external meetings related to Exchange fiscal and budget matters.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

 

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with FMIS or comparable software
  • Expertise with Microsoft Excel or comparable software
  • Has knowledge of Generally Accepted Accounting Principles(GAAP) and its applications in accounting, budgeting, and finance
