POSITION DUTIES
An Environmental Specialist II General is the full performance level of work in researching, gathering, analyzing, and coordinating environmental matters related to the planning, removal/construction, maintenance, and compliance of Above Ground Storage Tanks (ASTs) and Underground Storage Tanks (USTs). Employees in this classification investigate and evaluate moderately difficult problems arising from these projects that may affect the environment, develops recommendations for their solution, and reviews projects for compliance with established rules, regulations, and procedures. Specific areas of concentration include ASTs and USTs management for Maryland Army National Guard (MDARNG) facilities and training areas. In addition, the incumbent will develop Spill Prevention, Control and Countermeasure (SPCC) plans for MDARNG sites and lead spill cleanup coordination. This position assists with Emergency Planning and Community Right to know Act (EPCRA) programs, specifically MDE’s Maryland Online Tier Two Reporting System (MOTTRS) for MDARNG sites.
The incumbent functions as the Environmental Point of Contact (POC) for the assigned MDARNG sites, as defined on the most current version of the MDARNG site Environmental POC map. The incumbent will provide oversight, technical advising and/or act as a liaison, facilitating communication between the site personnel or appropriate contact to the applicable environmental topics project manager in the case where the incumbent is not. POC environmental topics are listed in detail within the job duty section under training.
The incumbent will function as the project manager (or assist the project manager where Assist* is indicated), ultimately responsible for all applicable MDARNG sites STATE-WIDE, for compliance to federal, state, NGB, local environmental laws, policies, regulatory guidance and develop/provide/enter/ensure proper record keeping, submit required reporting, registrations, project funding budget requirements into STEP, and EQuip survey responses (where applicable), for the following topics:
- AST/UST Management
- SPCC development, management, and training
- Environmental spill cleanup coordinator, Incident Response Plan manager
- Assist-EPCRA/Tier II/MOTTRS
- Assist-EQuip
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Three years of professional experience in analysis, research and evaluation of natural and human ecological or environmental resources.

1. Candidates may substitute possession of a Master’s degree from an accredited college or university in the biological sciences, the physical sciences, the social sciences or the area of cultural resources for one year of the required experience.
2. Candidates may substitute possession of a Doctorate degree from an accredited college or university in the biological sciences, the physical sciences, the social sciences or the area of cultural resources for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education and experience.

LIMITATIONS ON SELECTION
This position will
require the ability to pass a State & Federal background check to access
military facilities within the state of Maryland. Being able to access
these facilities is a condition of employment for this position.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
Some positions in this classification are assigned duties which will require the applicants to be examined by a physician. After an offer of employment, applicants for such positions will be given a medical examination to certify the ability to perform the essential job functions.
