Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

Main Purpose of Job

The Public Affairs Officer plays an important role in the Communications Division by helping to promote the Maryland Lottery in a positive light, increasing brand awareness and educating the public about the Lottery and its activities. This individual will play a key role in preparing for and managing the Lottery’s presence at public events. The individual will keep track of promotional item inventory in the Communications Division warehouse and will pack state vehicles in preparation for events. The Public Affairs Officer will also represent the Lottery at a variety of events across the state, which includes interacting with the public and assisting with the setup and breakdown of the Lottery booth. The ideal candidate will possess a friendly, outgoing personality in order to engage with the public about Lottery games, promotions and initiatives. This position requires a driver’s license and the availability to work some evenings and weekends. The successful candidate will be responsible for ensuring that state vehicles are taken for maintenance when needed, and will also work as a Drawing Official and will interview Lottery winners and write press releases.

POSITION DUTIES

· Maintains the organization of the Communications warehouse inventory, often lifting and storing event equipment and boxes weighing 50 pounds or more.
· Organizes the storing and timing of delivery for hundreds of boxes of merchandise and equipment, while tracking the inventory level for thousands of promotional items.
· Represents the Lottery at events: Serve as a Lottery ambassador at events throughout the state along with other Communications team members. Interact positively with the public, answer questions, assist with setup and breakdown and other on-site activities as needed.     
· Packs and drives state vehicle vans with promotional items for events, determining accurate inventory required for each event.
· Ensures that state vehicle vans assigned to the Communications Division are taken for regular maintenance.
· Interviews Lottery winners and writes press releases, along with other Communications team members.
· Serves as Drawing Official for the Lottery’s drawings, along with other Communications team members. Drawing Official duties include conducting drawings using the Lottery’s digital drawing system and following all security processes and procedures.
· Assists with office receptionist desk duties as needed, including answering incoming calls, greeting guests, and providing information in a professional manner.
· Assists with other duties as needed.

MINIMUM QUALIFICATIONS

Experience: Two years of experience in public information, public relations, journalism or other related experience in publicity or promotional work.

Notes: 

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 30 semester credit hours in one or more of the following subjects: English, journalism, public relations, writing or other similar and related areas of study and two years of experience in public information, public relations, journalism or other related experience in publicity or promotional work for the required experience. 

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in public affairs specialist classification or public affairs specialty codes in the information and arts field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

-   A background that includes interacting with customers/the general public at events and working as part of a team, along with the ability to project and promote a positive image on behalf of an organization.
-   Experience working in a warehouse and organizing a large inventory of items.
- Demonstrated organizational skills and ability to handle multiple projects simultaneously.
