Introduction


The Maryland Department of Agriculture is a department under Maryland's Executive Branch.  Formed in 1972 by the Maryland General Assembly to address the agriculture needs for the State of Maryland, the Department oversees and serves as a regulatory body for animal health , consumer services to include marketing and lab services, plant and pest management and resource conservation.  As the number one industry in Maryland, the diversity of agriculture programs in the State continue to expand and grow. 

The Noxious Weed Control Program enforces the Maryland Noxious Weed Control Laws and assists farmers or landowners in the battle against the designated noxious weeds. The law requires landowners to manage noxious weeds on all types of land. Both the seed and the root system of these weeds must be managed or eradicated for effective control. Control methods include cultural, physical, mechanical, biological or chemical. This position provides technical assistance and implements the provisions of the Maryland Noxious Weed Law in Western and North Central Counties' Weed Programs.

Main Purpose of Job

This position implements the provisions of the Maryland Noxious Weed Law in Western and North Central Maryland (Garrett, Allegany, Washington, Frederick, Carroll, Howard, Montgomery, and Baltimore Counties) Weed Programs. This position assists the program manager in the implementation of these programs within the context of the weed control program This position hires, trains and manages County Weed Control Coordinators in implementing the Noxious Weed Control Program. This position acts as liaison between the State and the various Counties in the accomplishment of the program. This position troubleshoots weed issues between the Department within the geographical assignment of the position, (Giant Hogweed, Phragmities, etc.)

POSITION DUTIES

Coordinate administrative duties associated with county government weed control programs including grants, budgets, purchasing, and accounting relating to the Weed Control Program in assigned areas.

Provide technical assistance in weed management to landowners and managers of public and private lands in assigned region.

Coordinate regional surveys to identify lands infested with noxious weeds and plan their control and eradication using best management practices.

Hire, train, supervise and provide technical guidance to 10 county personnel, and maintain their level of competence.

Evaluate Weed Control Agreements and Notices for accuracy, feasibility and compliance with the Noxious Weed Control Law. Review and recommend and take appropriate regulatory action regarding the enforcement of the Maryland Noxious Weed Control Law.

Maintain harmonious working relations with county weed control committees. Keep county committees informed regarding noxious weed control activities and progress through reports and meetings.

Provide weed control program manager with timely reports, data and analyses to ensure efficient use of resources. Act for program manager in his absence.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience in weed control involving the use and application of herbicides.
  
Experience conducting compliance reviews, handling complaints, and taking regulatory actions related to government programs. 

Experience communicating both in writing and speaking with the public and other government organizations. 

Supervisory experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
