Introduction

The Maryland Department of Labor, (Labor), Division of Workforce Development and Adult Learning is accepting applications from qualified candidates for the position of Administrative Officer I. This recruitment will be used t fill current and future vacancies. All candidates must meet the minimum qualifications during the time apply. The resulting eligible list will be maintained for one year after the closing date of the announcement. 
The position is located in the Office of Workforce Information and Performance (OWIP) under a USDOL Workforce Data Quality Initiative (WDQI) grant.

Main Purpose of Job

The primary purpose of the Administrative Officer I (OEWS Data Analyst) is to support the work of the OEWS program - which includes job coding, data collection, and data analysis.

POSITION DUTIES

This is a fully proficient Administrative position in the Occupational Employment and Wage Statistics Program (OEWS), a cooperative Federal/State Program within the Office of Labor Market Analysis and Information. The position aims to provide Administrative support for assigned MSA areas and collect, edit, and finalize data that support written and internet Web Page Publication.

The position has responsibility for data collection, coding, editing and analysis of labor market data for firms primarily located within the state of Maryland, contacts employers daily to obtain wage and occupational staffing information. The incumbent must analyze the provided data and determine if they meet the survey requirement based on detailed specifications and contacts to acquire missing information and/or clarify incorrect data. Codes spreadsheets and other media provided by survey respondents using the SOC coding system to determine the best code by using the definitions provided. Determine what needs to be done in order to keep the workflow continuous; data entry operations, schedule review, telephone solicitation, re-email procedures, etc. Determines when to advise supervisor of potential problems or snags within the program.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

- Intermediate experience with Microsoft Office Excel
- Experience securing information by phone using knowledge of interviewing and negotiating techniques and interpersonal skills to encourage participation from survey respondents.
- Knowledge of the organizational designs of economic enterprises and business establishments.
- Experience working large data set in excel or PDF format
- Preferred Bachelor's degree in business administration and/or economics.
- Experience communicating information, both orally and in writing, in a clear, succinct, and organized manner. 
- Experience to produce written information that is appropriate for the intended purpose and/or audience. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI because of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
