The Office of Personnel Services
and Benefits, Legislative Affairs and Special Projects Unit has an opening for
an Administrator IV position. This position will perform analysis of
large data sets associated with the State’s workforce, perform work on policy
issues, and analyze proposed legislation and write fiscal notes, among other
duties. The successful candidate must have the ability to work well with
others and communicate effectively, both orally and in writing.
The position is located in the
Baltimore Office but may be eligible for a hybrid work schedule.

POSITION DUTIES
This
position assists the unit manager on a variety of analytical and policy tasks
associated with the State’s workforce.
The incumbent will conduct research and analysis on a wide variety of
HR-related topics and will perform complex cost analyses.
This position is responsible for
the following duties:
* Manipulate, integrate and
analyze large data sets using SQL and Excel;
* Perform research and analysis
of policy issues and review and draft policy documents;
* Draft and review proposed
legislation and regulations pertaining to State personnel matters and provide
impact analysis, and prepare comprehensive fiscal notes;
* Work as part of a team on
issues that cross multiple HR functional areas;
* Work on sensitive and
confidential projects requiring discretion and judgment in the handling of
sensitive information;
* Perform other duties relating
to a wide variety of special projects, as assigned.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
Preference will be given to
applicants who possess the following preferred qualification(s).
*Public policy experience at the
state level.
*Experience in manipulating and
analyzing large data sets using SQL and Excel.
*Experience in drafting,
reviewing and analyzing proposed legislation.
The idea candidate should have
strong oral and written communication skills.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
