Main Purpose of Job

The main purpose of this position is to direct and provide oversight for contract and procurement development and monitoring, as well as program development, related to CSA. It oversees the execution of methodologies that manage the life cycle of contracts, interagency agreements and grants, procured to assist CSA, metro and local child support agencies in the provision of federally mandated services to customers. This Division oversees professional staff and a total of 200 contracts and agreements with a total contract value of over $90 million.

This position serves as advisor to departmental executives and is responsible for all functions related to planning, organizing, managing and controlling the solicitation of commodities and contract services, evaluating proposals, negotiating contract terms and corrective actions, recommending contract awards, and monitoring contract terms and conditions. This position is also responsible for the budget development and management related to the purchases of goods, services and commodities.

This position also serves as the advisor to departmental executives in developing the program of a proposed grant. This position directs and manages the responsibilities and development of the following child support programs: the statewide customer call center and federally mandated paternity establishment through DNA paternity determination program. This position is also responsible for oversight of federally mandated programs such as the tax refund intercept program and the unemployment insurance intercept program. Program development includes monitoring local office compliance with CSA’s policies and procedures in relation to these programs. A critical responsibility of this position is to provide oversight related to the establishment and monitoring of internal controls for contract monitoring in general as well as for the programs overseen to maintain financial and programmatic integrity and to minimize risk for fraud and audit findings. This position is also responsible for resolving audit findings in relation to the programs overseen. This position is also responsible for expanding and enhancing programs overseen to create efficiencies, resolve operational issues and improve performance outcomes. This position oversees the Administration’s compliance with CSA policies enacted by Maryland legislation, agency regulations, executive orders, and government-wide agency orders issued by the federal Office of Management and Budget (OMB) and minimizing risk for audit findings. This includes establishing controls that will ensure proper cost allocation and compliance with cost management requirements. This position serves as the Lead Procurement Officer for CSA Central and its satellite offices (Baltimore City State Staff, State Disbursement Unit, etc.). 

Oversight of MBE and VSBE activities within CSA Contracts. Procurement operations within this capacity include developing and directing long-term strategies to facility improvements for CSA procurement services, and ensuring the execution of standards, cost control strategies and policies, procedures and performance metrics to efficiently manage acquisitions and maintain supply inventories at appropriate levels, and reporting of all spending funded by CSA’s budget.

MINIMUM QUALIFICATIONS

EDUCATION:   Graduation from an accredited high school or possession of a high school equivalency certificate.  

EXPERIENCE: Six years of administrative staff or professional work.

NOTES:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Six months of experience processing invoices for payment.

Six months of experience in contract monitoring.

Six months of professional procurement or contract experience in a state government agency.

Six months of experience planning and managing the life cycle of contract.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

·       Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
