Main Purpose of Job

The purpose of the Vendor Management Officer (VMO) III within the Office of State Procurement is to ensure that all parties to State contracts fully meet their respective obligations as efficiently and effectively as possible, delivering the operational outputs as required from the contract. The VMO also coordinates any required modifications to existing contracts. This level (VMO III) manages contracts that are large, complex, multi-year, critical, time-sensitive, multi-departmental and those that may impact multiple Agencies, and that have a very high strategic impact to the State. The relationship between the parties – the way they regard each other and the way in which their relationship operates – is vital to having a successful business arrangement. The VMO is responsible for managing critical contractual formation and management, obligations of high risk and visibility. Requires high degree of independent and creative judgment applied to highest-level goals and objectives of the Agency.

POSITION DUTIES

Duties for this position include but are not limited to: 
- Review and analyze contract requirements, special provisions, terms and conditions, to ensure compliance with relevant laws, regulations, policies and procedures. 

- Create and maintain relationships with suppliers and serve as the singular point of contact for matters concerning the contract. 

- Communicate and present information, including contract policy and practice, to stakeholders about all contract-related matters. 

- Manage contract change control process. 

- Be the focal point for all communication with law, finance and business team disciplines for resolution of contract issues and disputes. 

- Lead the development of contract strategy with stakeholders. 

- Lead the identification, development, and implementation of new contract policies and procedures. 

- Monitor contracts and move forward with close-out, extension or renewal according to the best interest of the State. 

- Solve any contract-related problems that may arise with other parties and internally with the State itself. 

- Develop and implement mechanisms for managing and improving vendor performance.

- Develop and implement mechanisms for managing and mitigating vendor risk. 

- Mentor and train less-experienced contract and vendor management professionals. 

- Assign and review work for lower-level staff.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education:  Graduation from an accredited high school or possession of a high school equivalency certificate.  

Experience:  Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

- Four years of experience in Contracting Management.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Possession of a certification as a Project Management Professional from Project Management Institute (PMI).

Possession of a certification in Fundamentals of Commercial and Contracting from World Commerce and Contracting ( WorldCC).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification. 

 

You MUST possess the minimum qualifications before you may be selected for a State job – verification will be completed upon hire.  If you are scheduled to complete an educational or licensing requirement within six months of being placed on the eligibility list, you may participate in the selection process.  Permanent State employees may also complete necessary experience requirements within six months of the date of being placed on an eligibility list.   

 

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
