Introduction

This is an internal recruitment limited to Maryland State Police (MSP) personnel within the Criminal Intelligence Section (CIS), MCAC.

Main Purpose of Job

To collect, analyze, evaluate, and disseminate Homeland Security and Intelligence information and provide case support for uniform criminal investigative activities and coordinate the sharing of criminal intelligence among the Maryland State Police (MSP), Maryland Coordination and Analysis Center (MCAC) to include the Regional Information Centers and government agencies in Maryland and the Mid-Atlantic region for the purpose of writing laws, resource allocation, providing critical information for officer/public safety, program targeting and investigative support.

POSITION DUTIES

Duties include but are not limited to:

Develops methods and procedures for collection of data for routine and special reports and research studies.

Plans and organizes required procedures for coding, tabulating, and analyzing data.

Confers with program directors and staff to assess their requirements for statistical information; plans and organizes needed routine or special reports and projects.

Develops logical and physical database designs and ensures appropriate modifications to the design models or schema; establishes initializing procedures and data element naming conventions.

Prepares long and short-range plans for feasibility of conversion to database management systems for exiting file structures.

Trains users in the use of new and revised applications; maintains applications by evaluating and revising them as required; develops and recommends new standards, methods of operation and new technology to accomplish the mission of the agency.

Performs other related duties.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.  

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following.  Include clear and specific information on your application regarding your qualification(s).


Experience working with ArcGIS Pro, LinXs, TLO, PenLink and Analyst Notebook.


Experience in developing methods and procedures for the collection and evaluation of data for routine and special reports and research studies.


LIMITATIONS ON SELECTION

This is an internal recruitment limited to Maryland State Police (MSP) personnel within the Criminal Intelligence Section (CIS), MCAC.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety Article, candidates for position in this classification will be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees. The list will be valid for one year.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position.
