Main Purpose of Job

The main purpose of this full-time contractual position is to provide administrative support to the Newborn Metabolic and Critical Congenital Heart Disease (CCHD) Screening Program, as well as to potentially other programs within the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Office for Genetics and People with Special HealthCare Needs (OGPSHCN). All newborns in the State of Maryland are screened for more than 50 hereditary and congenital disorders through bloodspot and pulse-oximetry screenings. Bloodspot screening in Maryland consists of two specimens (one collected at the birth facility and the second collected at the primary care office when the newborn is aged between 10-14 days), therefore resulting in approximately 120,000-150,000 specimens received annually at the Maryland State Newborn Screening laboratory.

This position will assist with entering data into the Maryland State laboratory database StarLIMs, including specimens which have been reported as abnormal and have not been entered by laboratory data entry staff members. This position will also assist with migration of cases from RedCap, as well as from an Excel spreadsheet, into the StarLIMs follow-up management database that was reported by PerkinElmer Genetics during the eight months that the Maryland State Newborn Screening laboratory was disabled due to the MDH network security incident. 

Additionally, this position will assist with notifying submitters, provider offices, and parents about unsatisfactory specimens which need to be repeated by letter or fax. This position will assist with the gathering of diagnostic data from provider and specialist offices, in response to abnormal results reviewed by nurses in order to determine if the active case has been resolved. Screening for CCHD takes place completely within the birth facility setting, however, results and outcomes are documented into a State database. 

Furthermore, this position will assist with the monitoring of compliance of CCHD screening within the State of Maryland by generating reports, and transmitting these reports to appropriate personnel at the birth facility. Finally, this position will also assist with the monitoring of compliance by using documents featuring outcomes of a CCHD screen, including alerting nurses of cases which have missing data fields.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience performing secretarial or clerical work involving typing duties.

Notes:

1. Additional secretarial or clerical experience may be substituted, on a year-for-year basis, for the required education.

2. Thirty credit hours, with a major in Secretarial Science or Office Technology from an accredited college, may be substituted at the rate of thirty credits for one year of experience, for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a Non-Commissioned Officer in Administration classifications, or Administrative, Clerical or Office Services specialty codes in the Administrative Support field of work, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience using Microsoft Office programs, including Word and Excel. The desired candidate should also have professional experience using electronic fax machines.

SPECIAL REQUIREMENTS

A demonstrated ability to accurately type on a keyboard on a personal computer at a minimum of forty words per minute may be required, depending on the specific requirements of the position.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
