Main Purpose of Job
The Environmental Compliance
Specialist I will occupy two entry-level positions in the field of environmental
regulatory compliance. The incumbents in this position will represent MDE in a
wide range of environmental program specialties including water pollution
control laws and regulations related to National Pollutant Discharge
Elimination System (NPDES). The incumbents will also implement State Discharge
Permits for municipal and industrial facilities, NPDES Pretreatment, Combined Sewer Overflow (CSO) and Sanitary Sewer Overflow (SSO) programs. The
Environmental Compliance Specialist I's will learn to perform sediment and
erosion control, tidal and nontidal wetlands, industrial pretreatment, well and
septic systems, and waterway construction inspections. In addition, the incumbents in this position will also learn the process of environmental compliance through exposure to and interaction
with other programs within WSA and MDE. At the trainee level, a strong emphasis
is placed on compliance procedures and policies, rather than enforcement
actions.
The incumbents in this
position will be required to drive a State vehicle. Employees are required to
maintain a valid driver’s license in the State of Maryland with no more than 5
points on their current driving record in order to drive a State vehicle. The
incumbent in this position will be required to travel to the following
counties: Prince George's with possible assignments in Montgomery, Howard,
Carroll, Frederick, Washington, Allegany and Garrett Counties depending on the
day to day workload. Assigned regions may be subject to change based
on staffing or priorities. The incumbent is required to report to the
Hagerstown field office as needed.
Working
conditions are as follows:
· Exposure
to uncomfortable or unpleasant work environments. This may include consultations
performed at sewage treatment plants or other waste treatment facilities. The
majority of the job involves work outdoors in inclement weather with potential
exposure to chemicals, dust odors, etc.
· Exposure
to hazardous conditions which may result in injury. This includes walking over
rough surfaces and terrain, handling chemical testing agents, and investigation
of unauthorized facilities with potential exposure to natural biological
hazards.
· Special
physical demands such as lifting 50 pounds or more, climbing ladders, etc. This
requires personnel to carry chemicals, equipment, tools, water samples, and
files. Consultations may also include climbing over spoil piles, through rock
lined ditches, crossing streams etc.
· Wearing
protective equipment such as goggles, masks, and gloves to ensure that the staff
does not come into contact with harsh chemicals and toxic byproducts of
industrial activity. Basic protective equipment will be provided.
MINIMUM QUALIFICATIONS
Experience: Four years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance.
Notes:
1. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciplines such as earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance for the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.
