Introduction

As part of the Maryland State Department of Education, the Division of Rehabilitation Services (DORS) provides services to assist students with disabilities prepare for the work world, vocational rehabilitation services to assist adults with significant disabilities who are seeking to enter or reenter the workforce, and the adjudication of Social Security disability claims for the citizens of Maryland.

POSITION DUTIES

Accountable for all fiscal operations for the Regional Office and five District Offices to include responsibility for overall coordination and implementation of workflow within the fiscal unit.  Evaluate and implement procedures for efficient fiscal operations.  Purchasing agent for non-case service purchases for the Region.  Process invoices in compliance with State regulations.  Comply with MSDE regulations for State contracts and bidding process, maintaining adherence to budget.  Utilize FMIS for all administrative purchases.  Serve as liaison to DORS accounting and MSDE Administration and Finance to resolve issues.  Prepare yearly budget and budget realignments, as necessary.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work. 

Notes: 

1. Candidates may substitute 30 credit hours from an accredited college or university for each year of the required experience. 
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with managing inventory for multiple offices.
  • Experience with fiscal or billing management.
  • Experience using Excel, Google and Microsoft Office.
  • Experience with preparing and managing large budgets.

SPECIAL REQUIREMENTS
