LOCATION OF POSITION

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The main purpose of this position is to manage the day to day operations of the Office of the Director and support the Division of Finance and Administration (DFA) and DHCD. This position manages Human Resources and Budget activities for DFA units. This position serves as the contract manager for DHCD’s temporary agency service contracts, used by all divisions within the Department and prepares DHCD organizational charts used in the preparation of personnel budgets and spending plan forecasts. In addition, this position supervises the Office of the Director’s administrative staff, responsible for DFA fiscal, records retention and administrative functions.

The Division of Finance and Administration (DFA) is looking for a Human Resource Liaison that can work independently, recommend options on recruitment, retention and training, effectively communicate ideas and issues. This division has approximately 70 staff and 7 units lead by a division Deputy Director and Director. This position will work directly for the Division Director to assist in processing paperwork and required forms and assist in recommending human resource decisions based on what’s best for the division.

Chosen candidate will have experience in human resource management in a fast paced time sensitive environment. We are looking for someone who has knowledge or can quickly learn the rules and laws relating to Maryland State employment. Individual must be a good communicator as they will interact with DHCD Central HR Office the needs and desires of the DFA Directors. The candidate should have good writing skills and proficiency in MS Office. Preference will be given to someone who has experience in creating training opportunities based on the needs of the division. Individual must be able to keep sensitive information and data to themselves.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Please note: The Maryland Department of Housing and Community Development is not sponsoring new employees in application of the H-1B Visa at this time due to budgetary constraints. EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience related to the requirements of the position. BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
