Main Purpose of Job

The Election Program Supervisor I, performs all assigned responsibilities in a timely manner, under the guidance of the Election Director and in accordance with Election laws, under the State of Maryland, to ensure that every citizen is afforded the opportunity to exercise their constitutional right to register and vote. Applies knowledge of the Elections Law Articles of Annotated Code of Maryland, the code of Maryland Regulations and Federal Voting Assistance Program. Maintains current Regulations and the Federal Voting Assistance Program. Maintains current knowledge of the National Voter Registration Act, and all related regulations for the purpose of managing all phases of the Act, including the category of inactive voters. Supervises the implementation and maintenance of polling place accessibility in accordance with the American with Disabilities Act and State Policies and guidelines. The Election Program Supervisor I, also performs a variety of complex, administrative duties requiring a thorough knowledge of election laws, rules and procedures; receives general supervision from the Election Director. The Election Program Supervisor I, is expected to exercise condiderable tact, discretion and judgement in all areas of work. Responsible for keeping confidential records on registrants (including but not limited to social security numbers, driver licenses numbers, staff personnel information, voters/candidates address, contact information etc.) Supervises and processes a full range of voter activities such as voter registration, absentee ballot applications, recruitment and training of election judges and poll workers, provisional ballot applications, trains election office staff for voter registration drives, redistricting and obtaining census information. The Election Program Supervisor I, supervises and trains the Elections Clerks, Election Program Trainees, and Elections Program Assistants, Election Program Specialist I, and all other support staff. Supervises the Elections Program Specialist (IT Technicians) engaged in maintaining and testing, transporting, set-up and repair of election equipment. In the absence of the Elections Director, acts as the (Acting Director – Person in charge of the daily operations).

MINIMUM QUALIFICATIONS

Education  Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience applying election laws, rules and procedures in a local election office.

Notes:

1. Candidates may substitute one year of specialized clerical experience for each six months of the required experience applying election laws, rules and procedures in a local election office. Specialized clerical experience is defined as work in an office which requires reviewing, verifying and interpreting information in order to make determinations and resolve work problems in accordance with policies, regulations, guidelines and procedures.

2. Candidates may substitute two years of general clerical experience for each six months of the required experience applying election laws, rules and procedures in a local election.  General clerical experience is defined as work performing a variety of clerical duties which are clear-cut and typically found in office settings, such as filing, copying, posting data and directing telephone calls.

3. Candidates may substitute thirty credit hours from an accredited college or university for one year of experience, for up to two years of the required experience.

4. Candidates may substitute additional experience applying election laws, rules and procedures in a local election office, on a year-for-year basis, for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

• Experience applying State and Federal election laws, regulations, policies and procedures in conducting federal, State and municipal elections.

• Experience maintaining accurate and detailed records.

• Supervisory experience.

• Experience communicating effectively verbally and in writing.

• Experience meeting time sensitive deadlines and demands.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, Section 2-207(d), Annotated Code of Maryland.

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
