Main Purpose of Job

This position learns to manage the Archives' website(s), client websites, and certain administrative duties relating to client services, major Archives' programs. This position learns to maintain and administer multiple Archives' web sites along with production, disaster recovery and web-centric strategies. This position learns to make government records readily accessible on the web, a primary component of the mission of the State Archives. The strategies and initiatives will achieve the executive vision of the Maryland State Archives.

POSITION DUTIES

  • Learns to design, develop, implement and maintain MSA's website. Includes learning how to create web pages by converting existing files (word processing, spreadsheet, etc.) or by utilizing web-authorizing software.

  • Learns to collaborate with MSA staff on updating portions of the website related to their department. Includes recommending improvements to web pages as well as creating new websites, as needed. Provides training to managers when they may wish to maintain their own department web pages.

  • Learns to maintain the search engine, Thunderstone, for the agency's website. Includes verifying updates are running properly as well as creating new search collections when new material is added to the website.

  • Learns to monitor the IT Help Desk queue. Includes directing tickets to the appropriate staff member and responding to any tickets associated with web site updates.

  • Makes recommendations to IT management staff on web site policies, standards, controls and practices to be followed by users of the Internet, Intranet and web site. 

  • Makes recommendation to IT management staff to suggest upgrades to hardware and software in order to improve the efficiency and effectiveness of the web site. 

MINIMUM QUALIFICATIONS

Experience: Eighteen months of experience using software which converts other documents into web pages; or using web page developmental software; or writing HTML code; or converting data from project specifications by preparing program code using computer programming languages; or evaluating, implementing and maintaining computer hardware and software; or operating, manipulating, and controlling computer systems.

Notes:

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and completion of an approved certification program for Web Professionals sufficient to provide the necessary skills to build and manage an organization’s web site and to coordinate with inside and outside resources to accomplish that organization’s web goals for the required experience.

2. Candidates may substitute experience in web page design, development and programming on a year-for-year basis for a high school education.

3. Candidates may substitute the possession of an Associate of Arts from an accredited college or university in Web Development, Computer Information Technology, Management Information Systems or other information technology related field to include course work in web page design, development and programming for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Cyber and Information Systems classifications or Cyber and Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience designing, creating, developing, and editing web sites

  • Experience with Java Script

  • Experience working with archives operatins or government records

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
