Main Purpose of Job
The Maryland Center for School Safety (MCSS), https://schoolsafety.maryland.gov/, is a small
independent unit of government that provides grant funding, training, and other resources dedicated
to promoting and enhancing safer school communities.
This position reports directly to the Fiscal & Grants Manager. This position is responsible for the
administration of the individual units within MCSS; coordinating agency operations; performing
fiscal and grant administrative functions; and serving as the senior executive administrator at MCSS,
handling of information requests, preparing reports and correspondence; and serving as primary state
agency liaison to both internal and external stakeholders.
This position is directly involved in the planning, organizing, implementing, administering, and
supervising various agency policies and initiatives that impact MCSS’ internal and external partners.
The position is responsible for leading the agency’s policy and procedure development and
implementation process; with primary responsibility of ensuring fiscal and operational policy
enforcement. This position supervises the Executive Administrator and oversees their administrative
and office functions. The position performs program-based and project-based tasks that could result
from new legislations, regulations, or agency initiatives.
This position performs various fiscal and accounting functions to include certain procurement
functions in the State of Maryland’s Financial Management Information Systems (FMIS). This
position is responsible for managing the agency’s fleet and other inventory. This position works
directly with the MCSS Grants Unit on various grant management functions. This position serves as
a liaison between MCSS and partner agencies to include MSDE and MLDCS.
This position manages and administers new software procurement for the agency and is responsible
for ensuring uniform rollout across the agency. This position must exercise creativity, initiative,
attention to detail, problem solving, time management, strong organizational skills, technical
competence, and seasoned judgment in order to promptly address the issues and concerns of both
internal and external stakeholders, often on a moment's notice or in crisis situations.
POSITION DUTIES
In order to fulfill these responsibilities, this position requires strong administrative skills, project
management skills, communication skills, organizational skills; familiarity with the State’s Financial
Management System (FMIS), as well as various office management systems (e.g., Microsoft,
Google, Adobe office software). Additionally, this position requires a broad knowledge of
government operations, public relations, legislative activities, regulatory processes, state purchase
and procurement rules, inventory control, human resource functions, and finance administration. The
person in this position will be required to learn new technology including ones yet to be acquired by
the agency; have a strong professional communication (verbal and written) skills; solid managerial,
supervisory, and leadership skills; an ability to work independently; be well organized and flexible;
and have superior planning skills. Primary responsibilities of this position include but is not limited
to the following:
- Develops and recommends new standards, methods of operation and new technology to accomplish the mission of the agency;
- Assists the Fiscal Unit in performing various functions related to Accounts Payable, Procurement and other Accounting functions;
- Evaluates efficiency of operations and develops, revises, recommends, and implements new policies, standards, and workflow procedures;
- Supervises procurement (services, commodities and vehicles), Accounts Payable, Fleet Management, and other agency operations; Develop, prepare and maintain automated and manual record keeping systems for vendors, procurement records, contract correspondence and associated reports;
- Maintains current and working knowledge of procurement laws, codes, policies, procedures and objectives;
- Enters vendor information in the State Financial Accounting System as required;
- Interprets and applies or oversees the application of agency policies, rules and regulations to accomplish the work of the unit or division;
- Participates and lead in the planning and execution of company events;
- Ensures security, integrity and confidentiality of data;
- Oversees the agency administrative team, to include interns and outside contractors;
- Researches and compiles information as directed by the Executive Director and may recommend innovative ideas or methods of doing business;
- Works closely with executive management to achieve outcomes based on agency goals and objectives; and
- Oversees the submission and review process for new regulations through Administrative, Executive and Legislative Review (AELR).
MINIMUM QUALIFICATIONS
EDUCATION: Bachelor’s Degree from an accredited college or university.
EXPERIENCE: Three years or more experience in operations management; policy and procedure development; State of Maryland Financial Management Information Systems (FMIS)and Accounting procedures; and Fleet and inventory management.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualification.
1. At least ten (10) years executive management experience.
2. Experience in using Smartsheet project management software.
3. Experience developing and writing Request for Proposals (RFPs).
