Introduction
The Blueprint for Maryland’s Future Accountability and Implementation Board (AIB) is seeking a Finance Director to manage the fiscal and procurement operations of the AIB. The AIB is a new State agency established to oversee the implementation of the Blueprint for Maryland’s Future, which is a multi–year initiative to transform Maryland’s public schools to provide a world–class education to every student.

Main Purpose of Job
The Finance Director will report directly to the Executive Director of the AIB, who along with AIB staff, supports the Board, which consists of seven members appointed by the Governor with the advice and consent of the Senate.
The Finance Director will manage, control, oversee, and report on all fiscal (budget & accounting) operations in accordance with applicable statutory and regulatory procedures, as discussed further below and will be responsible for all procurement functions.
In addition, the Finance Director will oversee fiscal analyses of the revenues and expenditures of various State and local agencies responsible for implementing the Blueprint for Maryland’s Future.
This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.
POSITION DUTIES
Develops and
oversees agency budget, close out and managing for results measures.
Tracks and reconciles AIB revenues and expenditures on a monthly
basis.
Reviews and approves financial transactions and certifies that funding
is available, and coding is accurate.
Handles all payroll functions and serves as technical liaison to
DBM Human Resources personnel staff.
Reviews and analyzes
financial system reports.
Prepares and posts FMIS
journal voucher adjustments as required by policy and regulation to ensure
expenditures are recorded correctly within the established accounting codes.
Manages all procurement
activities for the agency and oversees all grants and contracts.
Conducts fiscal analysis of Blueprint for Maryland’s Future revenues
and expenditures annually.
Implements, monitors, and
approves agency fiscal policy in accordance with Generally Accepted Accounting
Procedures.
Establishes and maintains
standard operating procedures that provide internal controls to comply with
audit requirements.
Develop multi-year
financial plans for the agency.
Provides effective, timely, recommendations and action plans to
correct identified deficiencies.
Oversees all accounting functions, Accounts Receivables, Accounts
Payable, Cash Receipts handling, Inventory Management, and Financial Reporting.
Performs other related fiscal/accounting duties.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in accounting or other related field from an accredited college or university.
Experience: Four years of professional experience managing budgets and performing accounting and payroll functions.
Notes:
1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974, will be considered to have met the educational requirement referenced above.
2. Possession of a certificate as a Certified Public Accountant or a master’s degree in accounting from an accredited college or university may be substituted for one year of the required experience.
3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Our ideal candidate will have one (1) year of experience in each of the following areas:
Using Microsoft Office Word, Excel, or similar software to prepare spreadsheets and reports.
Working knowledge of the MD State FMIS/ADPICS accounting system.
Working knowledge of procurement processes from start to finish.
