Introduction

The Maryland Office of the Inspector General for Education (OIGE) is seeking a Finance Director to manage the fiscal and procurement operations of the OIGE. The OIGE is an independent State agency established to investigate fraud, waste and abuse of State sponsored education funds.

Main Purpose of Job

The Administrative Manager will report directly to the Inspector General of the OIGE. The Administrative Manager will manage, control, oversee, and report on all fiscal (budget & accounting) operations in accordance with applicable statutory and regulatory procedures, as discussed further below and will be responsible for all procurement functions. In addition, the Administrative Manager will oversee fiscal analyses of the revenues and expenditures of the Interagency Commission on School Construction (IAC).

This is a Management Service position and serves at the pleasure of the Appointing Authority.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in accounting or other related field from an accredited college or university.

 

Experience: Four years of professional experience managing budgets and performing accounting and payroll functions.

 

Notes: 

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974, will be considered to have met the educational requirement referenced above. 

2. Possession of a certificate as a Certified Public Accountant or a master’s degree in accounting from an accredited college or university may be substituted for one year of the required experience. 

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience. 

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the financial field on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

One year of experience using Microsoft Office Word, Excel, or similar software to prepare spreadsheets and reports.

 

One year of experience or working knowledge of the MD State FMIS/ADPICS accounting system. 

 

One year of experience or working knowledge of procurement processes from start to finish.

LIMITATIONS ON SELECTION

Open to current Maryland State employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

 

Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
