Introduction
This is a Management Service position that serves at the pleasure of the Appointing Authority. This is a position specific recruitment for the Maryland Department of Natural Resources, Chesapeake and Coastal Services Unit. The resulting eligible list maybe used to fill future vacancies.

Main Purpose of Job
The Department of Natural Resources, Chesapeake and Coastal Service (CCS), is currently accepting applications for a Senior Federal Grants Manager.
The selected employee will possess proficiency with Google Suite (Gmail, Calendar, Drive, Meet, Docs, Sheets, Slides, Forms, Groups) and other relevant software; excellent interpersonal, written, and oral communication skills to work with high level public and private sector officials and maintain effective working relationships with colleagues and constituents; the ability to effectively present information, explain policy, and respond to inquiries; and the ability to manage and effectively complete multiple concurrent and high priority tasks.
The main purpose of this position is to serve as the supervisor of the Federal Grants branch of the Chesapeake and Coastal Services unit. This position is responsible for oversight of the administrative and fiscal functions associated with federally mandated approved programs associated with National Oceanic and Atmospheric Administration (NOAA), the Environmental Protection Agency (EPA) and the US Fish and Wildlife Service (US FWS). Without this position, Unit and Federally-supported programs could not fulfill national and State objectives. This position manages the funding, provides for proper management and distribution of funds and provides direction to contractors and in-house staff to manage federally-approved projects. This position provides valuable grants and project management and contracting information on highly complex issues ranging from the regulatory environment, Office of Management and Budget (OMB) Circulars, accounting and auditing issues, grant budgeting, financial management, intellectual property, ethics and conflicts of interest for the Unit. Additionally, this position assists the Associate Director and the Unit Director with the fiscal year closeout process and other duties as assigned. The position creates and uses Excel spreadsheets, WebFocus and FMIS to ensure accuracy and completeness with daily transaction entry and updates for use by the Associate Director, Unit Director, as well as other Chesapeake and Coastal Service staff.
Duties include:
- Development and oversight of the full life-cycle of Federal grants management
- Communication and coordination with program staff
- Leading and providing guidance of grants management and professional activities for staff members
- Development and implementation of system processes and controls
- Development of funding strategies and plans for Federal Programs, including identifying the best source of funding for proposed projects.
- Monitoring and reporting on Federal grants received
- Ensuring that CCS is in full compliance with applicable State, Federal, and Agency grant regulations and policies.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Four (4) years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.
Notes:
1. Applicants may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for each year of the required experience.
2. Applicants may substitute additional experience as defined above on a year-for-year basis for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classification or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required education and experience
SELECTIVE QUALIFICATIONS
If not using substitution 2 or 3 noted above, then one year of the required experience must include financial management and administrative oversight of Federal Grants.
DESIRED OR PREFERRED QUALIFICATIONS
- One year of the required experience in grant management specifically with NOAA, EPA, and/or USFWS.
- Experience using Microsoft Excel to create spreadsheets and track expenses and revenue.
- Experience leading and/or supervising employees.
- Experience with the State's Financial Management Information System (FMIS).
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
