Introduction

The Maryland Higher Education Commission (MHEC), is seeking an experienced and energetic individuals to fill the position of Accountant Trainee in their Budget and Administration Unit.

 

This is a contractual position that serves at the pleasure of the appointing authority.

Main Purpose of Job

The Office of Budget and Administration is responsible for the overall fiscal and budgetary coordination for the agency including procurement; accounts payable/receivable; payroll; budget formulation and submission; and fiscal year end close-out. The Office is also responsible for accurately recording and processing financial transactions for all fund sources for the agency. Duties also include monitoring programs within the agency budget, revenue collections, grants and inventory management, and general day to day accounting activities. The Accountant Trainee position will assist the Budget and Administration unit of Maryland Higher Education Commission (MHEC) by processing Accounts Payable and Accounts Receivable, Recording Transactions, Mailing out monthly Account Statements, Monitoring Repayment Mailbox, Responding to Correspondences, Submitting Claims to Central Collection Unit and by assisting the Accountants. This position requires strong analytical and problem solving skills, excellent organization and attention to details skills, as well as good communication and customer service skills.

POSITION DUTIES

The Accountant Trainee position will assist the Budget and Administration unit of the Maryland Higher Education Commission (MHEC) by processing Accounts Payable and Accounts Receivable transactions, recording fiscal transactions, mailing out monthly account statements, monitoring repayment mailbox, responding to correspondences, submitting claims to the Central Collection Unit (CCU) and by assisting the Accountants.  This position requires strong analytical and problem solving skills, excellent organization and attention to details skills, as well as good communication and customer service skills.

 

The selected candidate will perform the following responsibilities:

· Managed the Accounts Receivables Database to include recording Cash Receipt transactions, researching deposits and making adjustments

· Electronically Prepare and mail monthly Account Statements, Late Notices and Past Due Notices

· Monitor Aging of Accounts to transfer to Central Collection Unit

· Timely provide responses to clients email or letters correspondences

· Verify, record and prepare invoices in Advanced Purchasing Inventory Control System (ADPICS)

· Responsible for posting journal entries into the Financial Management Information System (FMIS)

· Performs periodic reconciliations of Accounts Receivable and Accounts Payables

· Assist with Annual Fiscal Year End Closing and Budget Preparation

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: None

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

DESIRED OR PREFERRED QUALIFICATIONS

Desired Qualifications:

The preferred candidate will possess current knowledge and three years of A/P experience, involving processing invoices in FMIS.

The successful candidate will possess excellent communication skills, accounting experience.

Applicants should also have three years of experience performing reconciliations, working with cash receipts and submitting accounts to the Central Collection Unit (CCU).  Extensive experience using Excel.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
