This is a Position Specific Recruitment for the Department of Assessments and Taxation, Charter Filing and Processing Division. The resulting eligible list will be used for this position only.  Interested persons will need to reapply for future recruitments in this classification.

POSITION DUTIES

The position supervises the Charter Troubleshooters and Service of Process function; provides support to OIT overseeing design, development and testing of MBES applications; oversees all credit card refunds and unallocated funds (in-house and internet); oversees the Charter Discovery program.

Supervises the Charter troubleshooter unit including assigning work, approving leave and performance evaluations 

Responsible for issuing internet and in house credit card refunds 

Assists MBES programming and OJT Specialists in the design, development and testing ofMBES application corrections or enhancements and estimate effort and resources required to performance these modifications. 

Oversees the pre-production testing to ensure quality assurance policies and procedures are adhered and coordinated User Acceptance of any MBES enhancements, modifications, and/or new development. 

Participates in the management of changes with the Programmer/ Analyst Supervisor based on needs of the end users, other department control Units or Agencies. 

Oversees the Service of Process function to ensure accurate and timely processing of requests. Oversees the Discovery Program for sales tax and vendor payments accounts. Develops end user training requirements and provides end-user training, to include one on one and group training. 

Performs various other duties as assigned; which may include but not limited to supporting other teams when appropriate participates in training provided by management for any job duty deficiencies, regularly checks and responds to emails and follows SDA T's Customer Service Policy. 

MINIMUM QUALIFICATIONS

Experience: Six years experience in administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year for up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired or Preferred

Experience interpreting and applying laws, rules, regulations and policies.
Experience with supervising, evaluating and training employees.
Experience using Microsoft Office Suite, including Word, Excel and Power Point.
Experience using Google Docs to share Excel spreadsheets and other documents 

LIMITATIONS ON SELECTION

Must be willing to work in Baltimore city.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
