Main Purpose of Job

The main function of this position is to supervise all programs, procedures and processes used by staff in the Work Incentive Self-Help Program (WISH) to get customer's job ready and employed under the Maryland Rise Initiative. This position is responsible for the overall day-to-day operations of the employment process and reports directly to the Program Manager.

POSITION DUTIES

Supervision of Program - Administers and supervises all functions with the Employment program to include the Job Readiness process, the Job Retention process, the Job Development process, the Job Placement process, the WORKS process, the Paid Internship process, the Non-Custodial Parent Employment Program, and the work experience process.

Planning and Evaluation of Program - Meets with members or staff from vendors we use, employers we work with, and our community partners.  Reviews current processes, proposals, current processes and makes recommendations to increase efficiency within the program.

Consultation and Guidance - Must provide consultation and technical assistance regarding data that must be entered into WORKS.  Must run daily and weekly reports from WORKS and ensure all program goals are being met.

Staff Development - Must organize conferences and seminars to ensure the appropriate staff are at the table to discuss and consider the problems with policies and procedures in relation to the employment program.  This individual may assist in writing manuals and operating procedures for the employment program.

Actively participate in the PQI/Quality Control committee by making contribution in form of suggestions from action steps, procedural direction and process changes that support the goals of the Committee.

MINIMUM QUALIFICATIONS

Experience: Six years experience in administrative staff or professional work.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from a college or university and two years of experience in administrative staff or professional work for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

LIMITATIONS ON SELECTION

Candidates must be willing to accept employment in Cecil County

This office is approximately 55 miles north of Baltimore and is the last exit before the MD/DE line off of Interstate 95. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

The assessment will consist of a rating of your education, training and experience related to the requirements of the position.  Therefore, it is important that you provide complete and accurate information on your application.  Report all education that is related to the position.  All information concerning your application must be submitted by the deadline.

You must possess the minimum qualifications to be considered for this position.   Credit may be given for relevant part-time, temporary, or volunteer experience, if you list the number of hours worked per week.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. 

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
