POSITION DUTIES

This position serves as Administrative Officer of the Crimes Against Children and Sex Offender Registry (enacted by the General Assembly in 1995 and expanded in 1997) for the Department of Public Safety & Correctional Services and Agencies thereunder. The responsibility of this position is to implement the requirements of the program under Criminal Procedure Article §§ 11-701 – 11-721, Annotated Code of Maryland through the establishment of written policy, regulations, and procedures and to ensure that all are followed accordingly. This position monitors and follows-up with the activities of the designated local law enforcement agencies, local detention centers, out-of-state law enforcement agencies, the Federal Bureau of Investigation (FBI), courts, in certain instances, State’s Attorney Offices, as well as agencies under the umbrella of the Department of Public Safety & Correctional Services such as the Division of Correction, the Division of Parole and Probation, and other agencies in order to protect the public interest in accordance with this legislation.

This position functions independently at the full performance level of proficiency. This position reviews specific and unique areas of responsibility to include sexual offender registration, reregistration and notification, registration process reimbursement fee in the managers absence, creating and maintaining a Statewide electronic central registry and is responsible for ensuring that all Maryland registrants are included in the National Sex Offender Registry. In order to ensure the accuracy of the information provided to the public by the Registry Website, this position will advise a crime intelligence analyst who will collect, analyze, evaluate, investigate, and disseminate criminal intelligence information relating to registered sexual offenders living in Maryland, entering Maryland from other states, and leaving Maryland for other jurisdictions. This Administrative Officer position must advise senior leadership staff of current information and changes to this legislation, disseminate complete and accurate information to concerned individuals including the public, elected officials, and local county/municipality officials, supervising authorities, and support staff within the Statewide Sex Offender Registry Unit. This position, as the custodian of Registry records is required to testify on behalf of the Department of Public Safety and Correctional Service in State and federal court upon receipt of subpoenas for non-compliant sex offenders.

Responsible for reviewing the sex offender registry unit’s staff accurately updates incoming online and paper registrations.

Coordinates the access of local law enforcement, the Division of Correction, and the Division of Parole and Probation to ITCD’s electronic sex offender registry database (MOSOR) in which online registrations are entered and retrieved.

Responsible for ensuring that the Maryland Sex Offender Registry effectively collaborates with other criminal justice officials in the apprehension of dangerous sex offenders who have absconded from supervision and failed to register by supervising the CJIS-SORU Crime Intelligence Analyst. The Crime Intelligence Analyst position, under the guidance of the Administrative Officer: collects, analyzes, evaluates, investigates, and disseminates criminal intelligence information.

Notifies in-state and out-of-state local law enforcement agencies of offender location status. Monitor’s the unit’s process for tracking more than 7000 sex offender’s incarceration and release status through VineLink electronic notification.

Compose letters, memorandums, and other correspondences for the Manager of the Sex Offender Registry.

Participates in adoption of regulations, meetings, planning committees and State functions to exchange ideas and/or offer suggestions for future enhancement of sex offender legislation.

Serves as a backup to the manager in the following: directs and authorizes approval of reimbursements to local law enforcement agency and supervising authorities for the cost of processing the registration statements of sexual offenders through authentication of registrations and forwarding of reimbursement cards to the Department’s finance unit for payment.

Disseminates legislation, regulation, policy, and procedural changes to law enforcement agencies, supervising authorities and other concerned individuals.

MINIMUM QUALIFICATIONS

Experience: Six years experience in administrative staff or professional work.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from a college or university and two years of experience in administrative staff or professional work for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

One year of specialized training, knowledge, experience in local law enforcement to include but not limited to general investigative abilities to include prior judicial training and knowledge with testifying.

DESIRED OR PREFERRED QUALIFICATIONS

1. Experience corresponding with in-state and out-of-state local law enforcement agencies or responding to general information requests.

2. Experience processing sexual offender registrations, re-registrations, change of residence notifications, and out-of-state relocation notifications from law enforcement agencies for the Maryland Sex Offender Registry and/or National Sex Offender Registry.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
