LOCATION OF POSITION
This position is with the Maryland Department of General Services (DGS), Office of State Procurement (OSP), located at Annapolis or Baltimore.
Main Purpose of Job
This is a Management Service position within the Procurement Policy, Compliance and Reporting Bureau of the Office of State Procurement (OSP). The position operates by leading, managing, and supervising activities and staff of the Procurement Compliance unit to support the objectives, policies, and procedures, as well as the mission, vision, and goals of OSP.
This position helps to ensure that procurements are performed in accordance with law, regulations, policies, and the delegation standards established by the Chief Procurement Officer (CPO). This position assists OSP leaders in developing State procurement policy to enable continuous improvement, develop and train state workforce, and improve Procurement Compliance Program activities.
This position will also support and promote OSP initiatives for enterprise-wide procurement and supply management efficiency and effectiveness, including training, operational sourcing, pre-award procurement and post-award contract management, and related supply-chain and logistical management activities, e.g., acquisition storage, distribution, transportation, warehousing, inventory, and materiel management of all goods. These functions will be performed while acquiring and developing professional knowledge and expertise in these areas, and assisting to develop all State of Maryland staff operating under OSP responsibility and managing OSP’s delegated procurement authority.
POSITION DUTIES
Duties for this position include but are not limited to:
• Developing and updating program to provide oversight of DPA.
• Reviewing operations, conduct inspections, research, and evaluate findings, and draw accurate conclusions of agency procurement operations and activities under their DPA.
• Preparing post-review exit conference agenda, schedule and conducting exit conference with agency head; discuss findings with Director prior to exit conference briefings with agency.
• Scheduling and performing complex reviews to inspect and audit procurement operations of executive branch agencies of government to ensure appropriate and effective use of Delegated Procurement Authority (DPA) from the state CPO to agencies operating under state authority. Ensuring agencies’ compliance with standards established by the CPO for ethical integrity and operational performance in procurement processes. Monitoring and managing all aspects of DPA and work with stakeholders at all levels of government to meet OSP mission, goals, and objectives through the Program Assessing DGS procurement operations and identifying activities that require additional monitoring or control, and developing and implementing corrective action plans.
• Managing special projects and other assigned tasks within established timeframes in a positive and professional manner
• Working with contracting officers in assigned strategic categories as delineated under Maryland State Strategic plans and establish partnerships with agencies to enhance services provided by OSP
• Maintaining positive and professional internal and external relationships.
• In coordination with all interested stakeholders, review legislation and state procurement activities, and recommend, develop, implement, and administer relevant procurement policy and procedures for use by agencies within the CPO’s responsibility and authority.
• Making recommendations for updates to procurement policies, procedures, and reference materials to enhance operational efficiency.
• Reviewing proposed and current policies and procedures for accuracy.
• Promoting professionalism of Maryland procurement workforce by providing training and instruction.
• Developing and reviews content for formal training classes, workshops, and presentations.
• Conducting formal training classes and workshops within Maryland state procurement.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Five (5) or more years of experience performing reviews, inspections, or audits of procurements as part of a compliance or oversight program, including three (3) years of procurement, logistics, contract management or supply chain experience, and previous supervisory experience.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants that possess the following preferred qualifications. Include clear and specific information on your application regarding the qualifications.
• Experience developing and implementing a compliance, oversight, or review program.
• Experience in centralized procurement type environments i.e., a hybrid or center-led, large scale
organizational models with authority delegated to front-line business units and operations, and oversight training, and assistance provided by a central office.
• Project Management experience.
• Ability to assess risk and identify opportunities to improve operations to achieve organizational objectives.
• Led and participated as a member of Process Improvement teams.
• Research related experience i.e., data collection, analytical work, data analysis and trend identification to develop actionable information.
• Experience utilizing and applying COMAR Title 21, and the State Finance and Procurement Article of the Annotated Code of Maryland.
• Knowledge of ADPICS.
• Knowledge and experience with eMaryland Marketplace Advantage (eMMA).
• Proficient with Adobe Acrobat.
• Proficient with MSWord Office Applications i.e., Access, Word, Excel, and PowerPoint.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
2. Employees in this classification, who have not already done so, must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
