The Coordinating Offices, Water Infrastructure Financing Administration (WIFA) is recruiting for an Administrator IV. This is a position specific recruitment for the Maryland Department of the Environment (MDE). This recruitment will be used to fill current and future vacancies for this position/function only. The resulting eligible list will be maintained for one year. Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The Administrator IV functions as the Division Chief of the Capital Planning and Financing Division. The Division Chief is responsible for overseeing the capital project loan and grant program planning, budget preparation, data analysis, fund tracking and reporting, and policy development for MDE’s capital programs.  The incumbent in this position must have strong analytical skills including the ability to accurately track, reconcile, and verify multiple source documents and funding sources to determine WIFA’s capital programs grant and loan needs, availability, encumbrances and executions and identify and cause to rectify any discrepancies. This position requires a working knowledge of financial budgeting, legal documents, and water/sewer infrastructure with the ability to guide staff and grant and loan recipients in making correct assumptions in the sizing and scheduling of grant and loan encumbrances and executions.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

ExperienceSix years of administrative staff or professional work. 

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

  • Five years of professional experience supervising two or more employees;
  • Five years of experience managing federal and/or State of Maryland grant and/or loan programs(s);
  • Five years of professional experience providing assistance/outreach to stakeholders (i.e. local, State, federal government representatives, work groups, general public);
  • Five years of experience with the water quality improvement of the Chesapeake Bay.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
