Main Purpose of Job

To direct the Maryland Center for Missing Children which is also synonymous with MD Center for Missing & Unidentified Persons in its mandate to collect and disseminate information on Maryland’s missing children. The results of data collected and services provided by the Center directly affect the quality of life of Maryland’s citizens.

POSITION DUTIES

Track, interpret, and advise command on legislative issues pertaining to missing and exploited children; prepares testimony and testifies on behalf of the Center and the Maryland State Police on pending legislation pertinent to the Center; Studies and interprets with advisement from Maryland State police Legal Counsel Unit, Maryland laws pertaining to missing children, i.e. Parental Kidnapping Prevention Act (PKPA) and the Uniform Child Custody Jurisdiction and Enforcement Act (UCCJEA), Family law Section 9; Child Search Assistance Act of 1990. Protect Act of 2003. Review, and identify areas of need and propose new legislation to enhance Maryland Family Law as it pertains to missing children and the services provided to Maryland citizens;

Participate in the formulation, establishment and modifications of the Maryland Center for Missing Children & MD Center for Missing & Unidentified Persons goals and objectives through analysis of available resources and projected program needs i.e. criteria for poster creation, budget requests, staffing, event planning, advocate for Maryland’s children, specifically missing and exploited;

Expedites and coordinates administrative details concerning personnel transactions, training and other functional areas important to the overall progress of the Maryland Center for Missing Children program, i.e. record retention, purge procedures, filing, record inventory, receives and gives training specific to missing child case investigations and in-house software applications;

Manage the (TLO) Online Investigative System used to uncover multi-jurisdictional associations between people, businesses, and assets. Responsible for assigning TLO accounts & password resets.

Coordinate and supervise the entry, retrieval and notification of Missing Children intelligence databases; Compile, analyze and prepare statistical information for the Center’s annual report; end of month report, quarterly report and other ad hoc reports as needed;

Addresses law enforcement agencies and private citizen groups, i.e. Boy Scouts, community events, church functions, educational facilities, Volunteer Fire Departments, Maryland State Police, National Night Out events, reference the resources available from the Maryland Center for Missing Children, it’s responsibilities, the scope of the problem in Maryland, and trends etc. utilizing power point presentations, overheads, handouts etc., and provides safety information for the prevention of becoming a missing child, provides assistance for agencies supplying Child ID’s for parents, create, coordinate and facilitate monthly meeting for Maryland missing Child Investigators. Host foreign dignitaries who wish to observe clearinghouse operations;

Participates as panelist on local television talk shows, radio interviews, newspaper interviews, and public service shows pertaining to missing children issues, creates and prepares informative articles for various professional publications;

Supervises employee(s). Prepares and presents performance evaluation.

MINIMUM QUALIFICATIONS

Experience:   Eight years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in administrative staff or professional work for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Two years of experience in the investigation of missing persons cases.
2. Two years of experience in managing a social media site; such as Facebook, Twitter, or a website.

LIMITATIONS ON SELECTION

Limited to current employees of Maryland State Police only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
