Main Purpose of Job

The main purpose of this full-time contractual position is to administer and coordinate the Medicaid-funded Maryland Childhood Asthma and Lead Management Program (MCALMP)'s activities. This position will also support the Statewide Integrated Health Improvement Strategy, as well as the Healthy Homes for Healthy Kids Program, under the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Environmental Health Bureau (EHB)'s Office of Healthy Homes and Communities.

This position will be responsible for completing a variety of duties, including conducting and coordinating activities with grantees, such as Local Health Departments (LHDs), program partners, and local jurisdictions, in order to complete requirements and deliverables. This position will also be responsible for overseeing budget preparation and submission, as well as for processing invoices and completing effort reports to Program Managers and funders. 

In addition, this position will be responsible for overseeing and maintaining data entry, data quality and timeliness in each of the participating agency’s reporting. Furthermore, this position will be responsible for providing consultation and technical assistance to local and State partners, in order to support program participants. 

Finally, this position will be responsible for preparing and promoting education and training through various communication methods, including newsletters, websites, and social media. This position will be expected to support other related programmatic efforts in the Bureau’s and Department’s activities.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work experience.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year, up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules, or regulations; or, analysis of operational programs or procedures with recommendations for improvement, on a year-for-year basis, for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience completing administrative tasks, such as scheduling appointments; coordinating activities; and, processing paperwork for travel, supplies, IT, mailing, and equipment inventory. The desired candidate should also have experience communicating with different audiences, including conducting stakeholder engagement. 

Additionally, the desired candidate should have experience overseeing budget preparation and submission, along with experience processing invoices and completing effort reports to Program Managers and funders. Furthermore, the desired candidate should have experience overseeing and maintaining data entry, data quality, and timeliness in each of the participating agency’s reporting. 

Finally, the desired candidate should have professional experience using Microsoft Excel, in addition to experience preparing and promoting education and training through various communication methods (i.e. newsletters, websites, social media).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
