POSITION DUTIES
The Main purpose of the job is to establish a dedicated and centralized intake, analysis, and processing unit for PIA requests within the Department. The position is in line with the Department's mission in that a centralized unit will serve the people of Maryland in a manner that provides the highest quality of customer service.
Processing
PIA requests by analyzing and interpreting assigned
requests, requesting records from custodians in a timely manner, issue accurate
and timely notices (i.e., 10 Day Letter, Fee Letter and Final Correspondence
Letter), provides clear and accurate reports to customers. Accurately redact
and/or withhold records as required by state and federal law, redaction and
dissemination of records in conformance with policy and law.
Assess
fees and process payments accurately and timely.
Payments received are to be processed within 8 working hours of receipt and
then transferred to the Finance Office.
Update
PIA database and case files to properly and accurately
reflect the work completed and case status. Case files are to include all
correspondence relative to the case as well as a copy of the records released.
Other duties as assigned.
MINIMUM QUALIFICATIONS
Experience: Four years of experience in administrative
staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from
an accredited college or university for each year of the required experience.
2. Candidates may substitute the possession of a Bachelor’s
degree from an accredited college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military
service experience as a non-commissioned officer involving staff work requiring
regular use of independent judgment and analysis in applying and interpreting
rules and regulations in accordance with agency laws and policies on a
year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
1. Experience with data entry while interpreting criteria,
rules or statutes
2. Experience processing requests submitted under the
Public Information Act (PIA)
3. Experience interpreting and creating correspondence
based on state laws, policies, and directives under the Code of Maryland
Regulations (COMAR)
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification
may be assigned duties which require the operation of a motor vehicle.
Employees assigned such duties will be required to possess a motor vehicle
operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
In accordance with Section
2-204(b)(6) of the Public Safety Article, Candidates for position in this
classification will be subject to an initial drug screening and a complete
criminal background investigation to include a polygraph examination before
permanent appointment can be made. A criminal conviction may be grounds for
rejection of the candidate.
SELECTION PROCESS
The selection process for
this recruitment will involve a rating of the training and experience provided
on the application. Applicants who meet the minimum qualifications will be
placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED, and
QUALIFIED categories. The list will be used by the hiring manager to select the
individual to fill this vacancy. The list will be valid for one year.
EXAMINATION PROCESS
The examination will
consist of a rating of your education, training and experience related to the
requirements of the position. You may be required to complete a qualifications
supplement, or the rating may be based on your application. Report all
experience and education that is related to this position. Applicants may be
given a physical examination and will be subject to an interview, background
investigation, polygraph examination and substance abuse testing.
