Introduction
The Maryland Department of Labor is looking for a Foreign Labor Certification (FLC) Specialist. The FLC has responsibility and duties statewide supporting the state's agricultural community remain viable and productive. The FLC works to ensure adherence to Federal and state laws and regulations with respect to FLC.

POSITION DUTIES
The primary purpose of this position is to assist in the administration of the Rural Services program for the Maryland Department of Labor, ensuring adherence to the federal laws and regulations by agricultural employers, the viability of those employers and support the economic stability of the labor force, businesses and the citizens of the State of Maryland.
Consult with businesses to facilitate the processes of state and federal requirements.
May conduct wage surveys, crop surveys and farm labor surveys in various regions of the State; train and assist American Job Center (AJC) staff to conduct said surveys in areas not serviced by this position.
Conduct housing inspections, at times in conjunction with local health department officials; assist statewide in the inspection of migrant labor camps.
Assist writing agricultural job orders, reviewing and processing clearance orders.
Ensure accurate information is reflected in the job orders.
Maintain a thorough knowledge of current national laws, regulations, policies, directives and procedures governing agricultural labor to inform and train AJC staff and assist employers.
May collect data and extrapolate necessary information to prepare and submit periodic reports to the Assistant Secretary, Director of Field Operations, Program Manager and USDOL.
Provide forms and technical assistance in the completion of: Agricultural and Food Processing Clearance Order (ETA-790); Application for Alien Employment Certification (ETA-750); Housing Inspection Certification (ETA-338).
Assist in migrant agricultural worker outreach
MINIMUM QUALIFICATIONS
Experience: Four years of experience in administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.
2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.
SELECTIVE QUALIFICATIONS

Must be able to speak, write, and read Spanish proficiently.
DESIRED OR PREFERRED QUALIFICATIONS
At least 6 months experience in farming, landscaping or other agricultural businesses
At least 6 months experience interacting with employers, activities outreach, presenting to or advising employer groups
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABO)R/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment
overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
