Introduction

The Maryland Department of Labor is accepting applications from qualified candidates for the position of Administrative Specialist III. This position is the Administrative Specialist for three boards, the Board of Professional Land Surveyors, the Board of Examiners of Landscape Architects, and the Joint Chairs Board.

Main Purpose of Job

This position is the Administrative Specialist for three boards, the Board of Professional Land Surveyors, the Board of Examiners of Landscape Architects, and the Joint Chairs Board. Duties include providing recommendations to the Board on the adequacy of applications and complaints and composing board correspondence to licensed professionals, professional associations, and residents of Maryland concerning the state statutes and board regulations and policies. Tasks include data entry, drafting letters, and responding to inquiries via phone and email. The Administrative Specialist also manages regular meetings for the three boards and is responsible for preparing all items to be presented to the boards including the agenda, minutes, applications, complaints, and other necessary items.

The Administrative Specialist reviews all applications for original licensure and reinstatement in accordance with board policy and prepares correspondence regarding approvals, denials, and inquiries as directed by the boards. Other tasks including drafting correspondence for the boards, maintaining a list of approved courses for continuing education credits for distribution to the licensees, and conducting CPC audits for the Board of Professional Land Surveyors and Landscape Architects. This position works directly with the Executive Director, Assistant Executive Director, and board members to efficiently and effectively manage the business and operation of the boards. 

This is an administrative position working with the Executive Director and Assistant Executive Director and other Design board Administrative Specialists to improve the effectiveness and efficiency of the board’s oversight of professionals to protect the public. In addition, this position is required to have a general understanding of every design board’s activity to provide administrative and managerial assistance as necessary or as assigned by the Assistant Executive Director and Executive Director. It involves daily interaction on the board’s behalf with professionals, licensees, the public, and professional groups involved in testing, accrediting, and monitoring professional conduct. 

The job responsibilities of this position are essential to the mission of the boards and the livelihoods of thousands of professionals in Maryland.

MINIMUM QUALIFICATIONS

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience drafting correspondence.

Experience with auditing continuing education credits. 

Experience reviewing applications and supporting documentation.

Experience processing reimbursements or expense vouchers.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
