Main Purpose of Job

The main purpose of this full-time contractual position is to support the education, outreach and recruitment efforts of the Harford County Health Department (HCHD)'s Cancer Prevention Programs, including the Breast & Cervical Cancer Screening Program, as well as the Cancer Prevention, Education, Screening, and Treatment Program. This position will also support the outreach and education efforts of the HCHD's Harm Reduction Unit.

This position will obtain, analyze and interpret data on the needs of HCHD's clients and community, in order to determine if, and in what ways, the Cancer Prevention Program (CPP), Harm Reduction Unit (HRU), and other Clinical Health Bureau (CHB) programs and services are appropriate. This position will need to be familiar with, and understand, the CPP, HRU, and CHB's rules and regulations, along with the laws and policies of their funding agency. If the client and/or community member is deemed appropriate, then this position will be responsible for overseeing and assisting his/her Supervisor with connecting the client and/or community member with relevant programs and services. However, if the client and/or community member is deemed as not appropriate, then this position will refer him/her appropriately. 

In addition, this position will assist the CPP's Manager, as well as the HRU's staff Supervisors, with the planning, implementation and execution of both new and revised programs, such as the Cancer Prevention Health Education Programs; the advertising and promotion of Cancer Prevention Program Services; and, all HRU programs. Furthermore, this position will make recommendations for program-specific policies, including those which govern outreach practices, eligibility determinations, and referral and linkage protocols. Finally, this position will be required to assist with compiling statistical data by keeping records of individual encounters, community outreach endeavors, and other aspects of program work, as required by the programs, the Unit, the Bureau, the HCHD, the governing agencies, and the funders.

MINIMUM QUALIFICATIONS

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute the completion of 60 credit hours at an accredited college or university, and two years of experience in administrative staff or professional work, for the required experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a Non-Commissioned Officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations, in accordance with agency laws and policies, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience working in a diverse array of programmatic areas. He/she should also have professional experience with health education, community outreach, and/or other community-based health services. Finally, the desired candidate should have professional experience both in an office environment and in settings within a community.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
