POSITION DUTIES
This position acts as a program supervisor for the Howard County Medical Assistance Transportation Program, a state funded grant that provides “last resort” transportation to medically necessary services for individuals with medical assistance. Work collaboratively with the Director and other staff of the Medical Assistance Transportation Program (MATP) in the improving the health and well-being of low-income Marylanders by assuring access to medically necessary health care services. This position provides staff supervision and program guidance. This position performs work pertaining to Non-Emergency Medicaid Transportation. The position screens Howard County residents to determine whether they are qualified to obtain non-emergency medical transportation services. The position also investigates recipient inquiries and complaints regarding the transportation service, reviews/audits transportation requests, assists with auditing and calculating monthly payment of vendor bills, and performs other duties as required. The incumbent of the position is required to have knowledge of the requirements of the Maryland Medicaid Non-Emergency Transportation Program. While fulfilling the responsibilities of the position, the incumbent always strives to maintain the mission and goals of the Howard County Health Department to preserve, protect, and promote the health of all county residents.
This position is eligible for hybrid telework.
50% Provide supervision and program direction. Receives calls requesting Non-Emergency Medicaid Transportation services. Screens calls to verify patient eligibility for Non-Emergency Medicaid Transportation Services and validates transportation requests. Process, update database, and electronically file all hospital discharges, transfers, and facility transportation requests. Verify the mode of transportation required for recipients, to include those with special needs and makes necessary accommodations when needed. Mails recipients Medicaid information packets and forms to be completed and returned to the Health Department. Faxes physician certification forms to physician offices for recipients requesting services and check the accuracy of these forms when they are returned. Communicates with transportation vendors to provide information regarding eligible recipients who require rides.
Administrative Specialist III should maintain a 15% call volume when program is fully operational. During monthly peak times, call volume should be at least 35%. The Administrative Specialist should be available to assist with inbound calls at 100% during staff leave and/or call outs. Handle incoming inquiries from potential new patients (New patients are defined as those who have never utilized or have not utilized transportation services in over one calendar year). All new patient voice messages and facility emails must be returned the same business day. All new patients are to be screened the same business day. Screening consist of EVS and MVA checks, demographic updates on MATP database, mailing of new patient packets, quarterly questionnaires, referrals to alternative transportation resources, request of all needed documents, and the scheduling of appropriate medical transports. All new patient’s first scheduled transportation requests should be completed by the Administrative Specialist. Request and track Provider Certifications for all new patients.
10% Track and monitor recipient complaints and vendor resolutions. Assess vendor penalties and forward to Program Director for approval. Maintain complaint log for updates and accuracy. Process and track all recipient denials including database updates, recipient correspondence, and internal denial logs.
10% Process, update database, and electronically file all Out of Area forms and Provider Certification forms. Perform weekly assigned task which include Pre & Post verifications, retrieve voicemails and faxes, and MCO tracking. Assist with record retention projects and represent program at outreach events and meetings.
30% Auditing Vendor billing invoices from vendors for accuracy and legitimacy and recommends the assessment of penalties as necessary. Complete monthly, quarterly, and annual reports.
MINIMUM QUALIFICATIONS
Experience: Four years of experience in administrative staff or professional work.
Notes:
1. Candidates may substitute the completion of 60 credit hours at an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Desired qualifications:
- One year of experience in a leadership/manager/supervisor role
- Experience interpreting COMAR regulations to develop program policies and procedures
- Experience working with techniques used in collecting, compiling and organizing data
- Proficient in Microsoft Office Word, Excel, Power Point, and Outlook applications.
- Excellent communication, writing, phone and customer service skills
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
