Main Purpose of Job

The incumbent is responsible for conducting and coordinating training for all Family Investment Division (FID) programs and E &E system. This includes new staff, refresher, procedural, corrective action plans, and other training as requested. The incumbent will assess the competency of staff during the training and provide a report to the respective supervisor to assist in evaluating the staff’s performance during the probationary period and ongoing. This position is also responsible for analyzing various reports to identify training needs and develop a training curriculum to address those needs.

POSITION DUTIES

Develop and coordinate the Family Investment Division’s training program by conducting Instructor Lead Training of full Family Investment programs, E&E system, refresher training, revisions and updates to policy and procedures. This position will develop the curriculum and provide training based upon agency policies, rules, and regulations per Federal, State, and Local guidelines. The training will include specific refresher topics; new worker training that encompasses all aspects of being a case manager including systems knowledge and hands-on experience, program policy, interviewing, case management, and soft skills. This position will also identify and coordinate external training support: Evaluate the effectiveness of training; provide feedback on trainees to their respective supervisors, and present to community partners as needed. At all times the incumbent will provide customer service to both internal and external customers that meet or exceeds the standards set by the Department.

This position will serve as a subject matter expert for all Family Investment Programs and Systems current and newly implemented specifically E&E/MD Think Systems. The use of agency data in-house and external reports to identify agency training needs to increase expertise and knowledge. Coordinates staff attendance for state and local training, seminars, and sessions by using schedules, calendars, and notification memos and letters. Develop Desk-Guides and staff resources; Prepares statistical tables, charts, and work-flow charts.

Completes other duties assigned specifically to this position. 

MINIMUM QUALIFICATIONS

Experience: Seven years of experience, three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations for the required experience.

2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to six years of the required experience.

3. Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

One year of experience with Statewide programs FIA specific: SNAP, TCA, TDAP. 

DESIRED OR PREFERRED QUALIFICATIONS

One year experience using Google Suite, such as Google Docs and Sheets, and/or Microsoft Office Suite, such as Excel and Word.
One year of experience general office duties such as processing emailing, scanning, faxing, and communicating with clients and customers.
One year of experience working in a professional office setting.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
