Main Purpose of Job

This is a managerial level position within the Clinical Services Division responsible for the oversight of the Maryland Supplemental Security Income and Social Security Disability Insurance (SSI/SSDI) Outreach, Access, and Recovery (SOAR) initiative, the monitoring of the quality of SOAR training and applications submitted, leading the Behavioral Health Administration’s (BHA’s) SOAR Initiative and serving as the Maryland SOAR State Lead.

The position’s essential functions include ensuring appropriate, effective, and quality applications are being completed on behalf of individuals who have psychiatric disorders and/or co-occurring psychiatric and substance use disorders and who are experiencing homelessness or risk of homelessness by overseeing the SOAR certification process, leading SOAR committees to work on initiates to enhance the Maryland SOAR process, facilitating meetings with local leads to develop action plans in regards to providing equitable SOAR services and facilitating meetings with SOAR trained case managers and local leads to improve approval rates.

The position oversees and leads Maryland SOAR Works! virtual training, the virtual Coaching Cohorts, and the Maryland SOAR Train the Trainer (TTT).

The position provides technical assistance and guidance to consumers and families, community providers, SOAR specialists, SOAR leads, Local SOAR work group, and the Benefits team.

The position coordinates communication with SSA and Disability Determination Services (DDS) and the local leads to ensure effective implementation of the SOAR process. The position works to develop relationships between the Behavioral Health Administration (BHA) and national organizations regarding quality improvement and training and presents and promotes Maryland's SOAR Initiative.

The position represents BHA in National SOAR Leaders Collaborative meetings, National SOAR Expert Panel meetings and work groups, SOAR at local, statewide, and national meetings, conferences, and webinars, and with Regional SOAR Leads.

In recognition that access to income supports recovery for individuals with behavioral health disorders and that recovery is a foundational element in BHA’s mission, this position’s functions provides a foundation for recovery and remains critical to the fulfillment of the agency mission.

This position is eligible for telework, which is subject to change as necessitated by operations and customer focused demands.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three years must have been in Mental Health professional work related to treatment and development of mentally ill patients and three years must have been at the managerial or supervisory level.

Notes:

1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following experience:
• using Microsoft Suites and Google Applications
• with Supplemental Security Income and Social Security Disability Insurance (SSI/SSDI) Outreach, Access, and Recovery (SOAR) Initiative
• providing services to individuals with a serious mental illness and/or co-occurring disorder
• working with multiple stakeholders
• facilitating and conducting trainings to small and big audiences

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
